This book addresses problems in the education systems of countries in Eastern Europe and Central Asia. These problems have emerged as the region adjusts to changes in the social and economic rules that governed choices and decisions in ECA for decades. Institutions are shifting, with significant consequences for education. ECA education systems now are not producing graduates able to adapt flexibility to the skill demands of interconnected market economies or vigorous civic societies. This book proposes ways to reframe ECA's systems of education to fit these new realities. The book also discusses the role of the Bank in the sector. The Bank should not lend to countries resistant to change in the education sector. For such countries, the ECA education sector will limit its activities to nonlending services that can help these countries benchmark their education systems against those of other countries.
