Regulatory Code of Dental Practice in the Philippines Republic of the PhilippinesProfessional Regulation CommissionManilaBOARD OF DENTISTRYBOARD RESOLUTION NO. 60Series of 1983REGULATORY CODE OF DENTAL PRACTICE IN THE PHILIPPINES Pursuant to Section 10 R.A. 4419 otherwise known as PHILIPPINE DENTAL ACT OF 1965,this REGULATORY FOR DENTAL PRACTICE 1 IN THE PHILIPPINES based on the draftsubmitted by the Philippine Dental Association thru its House of Delegates, ishereby adopted.ARTICLE 1 - Duty to the CommunitySECTION 1. Primary Duty - The dentist’s primary duty of serving the public isaccomplished by giving his professional service to the best of his capabilitiesand to conduct himself in such a manner as to hold his profession in high esteem.SECTION 2. Emergency Service - A dentist, when consulted in an emergency by thepatient of another, shall attend ONLY to the conditions leading to the emergency.Upon completion of the treatment, he shall return the patient to his dentist ofrecord and to inform him of the conditions found and treated.SECTION 3. Delegation of Services - A dentist shall not delegate to his dentalauxiliaries 2 the performance of any service or operation, which requires hispersonal competence as a professional, unless expressly authorized by law.SECTION 4. Supervision of Work - The dentist shall supervise his associates andhis auxiliaries in the performance of their duties.1.Dental Practice refers to provision of R.A. 44192.Dental Auxiliaries - include dental aides, x-ray technicians, dental prosthetictechnician, and dental hygienists.SECTION 5. Professional Fees - The dentist shall charge fees for his professionalservice taking into consideration the nature of the case, 3 efforts, 4 skills andmaterials involved and the capacity of the patient to pay. The dentist is obligedto reveal to his patient, when requested, the itemized details of the professionalfees charged by him. He shall not accept or offer rebates, split fees or receivecommissions other than his legitimate professional fees.
 
SECTION 6. Irreproachable Conduct - The dentist shall conduct himself in a mannercompletely above suspicion or reproach.SECTION 7. Discoveries of Works - In the interest of public health, the dentistmust make available his discoveries, inventions or works, which are useful insafeguarding or promoting health, subject to patent or copyright laws.SECTION 8. Dental Health Care Program - The dentist shall participate in programsdesigned for dental health education and care. He shall participate in volunteerprograms for the delivery of dental health services in underserved and unservedareas.SECTION 9. Leadership - In all efforts to improve the dental health of the public,the dentist shall make available to the community his skills, knowledge, andexperience, particularly in his field of specialty.SECTION 10. Keeping Professional Fit - The right of every dentist to professionalstatus rests in the degree of knowledge, skill and efficiency with which he serveshis patients, his community and his country.10.1 To keep his professional knowledge and skills up-to-date, every dentist shallpursue Continuing Educational Program offered by the Philippine DentalAssociation, its chapters and affiliates, specialty groups, schools, alumniassociations, study clubs, and dental associations abroad, duly approved by theBoard and the Professional Regulation Commission.10.1.1 Continuing Dental Education Credits (CDEC) - Every dentist shall complete aminimum of 300 Continuing Education Credits units every three (3) years prior tothe renewal of his Professional Registration.10.1.2System Group - Each Specialty Group shall evolve its won system ofaccreditation, subject to the approval of Board and the Commission, establish itsCouncil, police its own ranks and shall at all times safeguard the public againstthose who do not meet the qualifications prescribed by the system.10.1.3Certificates, Plaques & Testimonials - No certificate, plaque, testimonialother than the dentist’s school diploma, certificates issued by the specialtyCouncil, the Board of Dentistry and such other required by law, shall be displayedin his clinic or reception room. The dentist shall display his Certificate of Registration together with hispicture in a conspicuous place in his clinic or reception room at all times.SECTION 11. Duty to Report - The dentist shall report all violations of thePhilippine Dental Act, the rules and regulations governing the practice ofDentistry, and this Code, which comes to his knowledge, to the appropriate chapteror affiliate society, the Board or the Professional Regulation Commission.SECTION 12. Professional Consultation and Referral - The dentist shall seekconsultation or make a referral whenever the welfare of the patient requiresrecourse to those who possess special skills, knowledge and experience.12.1The consultant shall hold the details of the consultation in confidence andshall not undertake any operative procedures without consent of the referringdentist.
 
12.2The consultant shall observe post-operative conditions and immediatelythereafter return the patient to the referring dentist.SECTION 13. Criticism and Expert Testimony - The dentist shall institutecorrective treatment in case of a faulty management by another dentist withoutunnecessary criticism.13.1Justifiable Criticism - Every dentist shall report to the appropriateauthority of professional society, instances of gross and continual faultytreatment by another dentist.13.2Expert Testimony - The dentist shall provide expert testimony whenever calledupon to do in administrative, judicial, or legislative proceedings.SECTION 14. Unfair Means to Gain Professional Advancement - The dentist shall notuse unfair means to gain professional advancement, or injure the opportunities ofother dentists. He must be receptive to new ideas and suggestions from otherdental practitioners and ready to recognize, encourage, and accredit those to whomsuch credit is due. Constructive suggestions from other dentists should be givencareful attention.SECTION 15. Use of Term “Clinic” and “Office” - A dentist shall use only term“Clinic” or “Office” in his dental practice.SECTION 16. Testimonials - A dentist or any association of dentists shall not givetestimonials, directly or indirectly, to the supposed therapeutic agent orpropriety preparations such as remedies, vaccines, mouth washes, dentifrices orother articles or preventions of disease by their use.SECTION 17. Soliciting Patients - A dentist shall not solicit patients personallyor employ his patients, agents, or agencies to solicit patients for him.SECTION 18. Cover Up for Illegal Acts - The dentist shall not allow his name tocover up for industrial or commercial establishments required by law to engage theservices of a dentist, or for illegal practitioners, quacks, or charlatans.SECTION 19. Performance of Obligations - The dentist shall perform in good faithand with due diligence, all his obligations arising from agreements with patientsor other persons, and financing institutions or other instrumentalities, in ordernot to undermine the prestige of the profession.ARTICLE III - AdvertisingARTICLE 20. Authorized Advertising - The best and honorable means by which thedentist may make known and advance his reputation for skill and competence in thepractice of dentistry is through his professional services to his patients and tothe public.20.1 The dentist or the dental clinic shall have not more than one window orbuildings sign per exposure.20.2 Letter for windows or buildings signs on the first floor shall not be largerthan 8 cm. by 8 cm. in size and shall show only the name of the dentist and theterm “dentist” or “dentistry”.20.3 The terms “x-ray”, “Gas”, “Air-Abrasive”, “dental laboratory”’ “AirConditioned” or any technical term must not appear in the card, stationeries,office doors and signboards of the dentist.
