KEY CHALLENGES AND STRATEGIES AT-A-GLANCE
Lack of reuse examples for hundreds of abandoned coal tipple sites in Appalachian coalfields:Stakeholders have outlined a strategic plan for cleanup and reuse of the property; this will serve asan example for other tipple sites across the region.
TIPPLE SITES ACROSS THE REGION
The Stone CreekTipple site is one of approximately 70abandoned tipple sites in SouthwestVirginia. At tipplesites, coal is loaded for transportation to processingfacilities. Abandoned sites can pose safety hazards fromdegraded physical structures and possible contamination.Because actual extraction does not occur at tipple sitesthemselves, they are not eligible for reclamation fundingthrough the Abandoned Mine Land fund, a program setup under the Surface Mining Control and ReclamationAct (SMCRA). Abandoned tipple sites are typically wellsuited for redevelopment because they are relatively small(Stone CreekTipple site is 1.5 acres), flat, and locatednear transportation corridors andexisting infrastructure.
DEVELOPING AN OUTDOORCLASSROOM THROUGHCLEANUP AND REUSE
In cooperation with the Lee County School System, theStone CreekTipple site will be redeveloped into an outdoorclassroom where students will learn about public health andenvironmental issues related to mine-scarred lands.Local stakeholders focused on securing funding for allphases of cleanup and redevelopment.These effortshave been rewarded as funding for each phase of theproject (e.g., assessment, property transfer, cleanup,and redevelopment) has been procured eitherthrough in-kind services or grant funding. Localstakeholders also developed a strategic reuseplan including the following steps: conductingthe property assessment; facilitating propertytransfer; establishing education agreements;and designing, developing, and implementinga cleanup and reuse plan.The MSL Initiative partnershelped the community outline these steps and will providetechnical support throughout the process.To date, an EPATargeted Brownfields Assessment has been initiated andstakeholders have made progress on the property transfer.
