1. ASA Annual Meeting The ASA Annual Meeting in Chicago, October 13-18, is fast approaching. There will be many resident activities during the meeting and the detailed schedule is below. Please note that the Regional Anesthesia Workshop requires ticketed advance registration. Many residents, including the Governing Council, will be staying at the Hotel Allegro in Downtown Chicago. If you haven't already made reservations please do so now as the rooms are quickly filling up. To get the less expensive ASA Conference price, make your reservations at the ASA website, http://www.asahq.org. Use of that site will also help the ASA know how many shuttle buses to order. Note that reservations require a $200 deposit but you can cancel up to 72 hours before your reservation. Check out the homepage for the National Meeting http://www2.asahq.org/web/index.asp. There you can register and use the itinerary building feature to schedule your time. If you search Resident on the itinerary screen you can simply check off the resident events you wish to attend and print out a personalized meeting schedule! 2. Run for Office Call for Candidates Elections will be held during the Resident House of Delegates meeting on Saturday morning October 14, 2006. Anyone with 18 months or more left in residency or fellowship can run for office; and this is an absolutely terrific way to gain experience in organized medicine and meet many of the thought and policy leaders in anesthesia and the ASA. We will hold elections for President-Elect, AMA Alternate Delegate, Secretary, and Junior Co-Editor of the Residents Review column. Please thoughtfully consider candidacy. Note the President-Elect, AMA Alternate Delegate, and Junior Co-Editor are 2-year positions that provide one year to work closely with the existing officer before assuming full responsibilities. CA-1s and CA-2s or CA-3s pursuing a fellowship are eligible. All of these positions require time away from your residency program to attend conferences. It is highly recommended that you obtain pre-approval from your program director for your future absence to attend these conferences. Of particular note is the responsibilities of the AMA Alternate Delegate, who is asked to attend the AMA interim conference two weeks after the ASA Annual Meeting. If you are interested in seeking an office, you should send a candidate statement and curriculum vitae to ASA, Attention: Denise M. Jones, Assistant Executive Director, 520 N. Northwest Highway, Park Ridge, IL 60068-2573. The Residents Review CoEditor must also submit a 500 to 700 word writing sample on a topic of his or her choice. These materials must be postmarked by September 15, 2006 to be included in the delegate handbook. 3. Write a Resolution: Impact Our Future The Resident House of Delegates also considers resolutions on any topic pertinent to anesthesiology practice or anesthesia residency training. Resolution topics from the recent past include: Support of Computerized In-Training Examinations, Increase in ACGME Allotment for Resident Conference Days, Resolution to Improve Training in Professional Communications Skills for Residents. Resolutions must be submitted in writing in-advance of the meeting. We encourage anyone with a good idea to submit a resolution. Resolutions offer material for excellent discussion during our meeting. And if approved really can definitely effect change and improvement. Contact any member of the Governing Council for assistance. Sample resolutions from prior years will also be posted to the ASA Resident Component Website in the near future. These materials must be postmarked by September 15, 2006 to be included in the delegate handbook. 4. Legislative Update: September is Make or Break Time for Anesthesia in Congress! As a result of years of work by the ASA and anesthesiologists across the country we now have incredible momentum in Congress to change the rules and there are bills about to be voted on in Congress that WILL fix the situation. ALL residents must hear this message and talk to Congress. Two House bills and one Senate bill have been introduced to restore full funding to anesthesiology teaching programs. Reps. Clay Shaw (R-FL) and Pete Sessions (R-TX) introduced H.R. 5246; Rep. Pete Stark (D-CA) introduced H.R. 5348; and Sen. David Vitter (R-LA) introduced S. 2990. Thanks to your persistent advocacy efforts, nearly 100 Representatives and Senators have signed on to these bills. If you have not already done so, please contact your Members of Congress asking them to cosponsor this important legislation. 5. August Board of Directors: Update The leadership of the ASA and the Resident Component Governing Council gathered in Chicago last weekend to review important issues and plan for the upcoming Annual Meeting. We received an important update from RRC representative Maggie Jeffries on curriculum changes for residency programs and Pain fellowships to be implemented in 2008 and 2007 respectively. Details will soon be available through a link on the RC webpage and Maggie will be making a presentation at the Resident House of Delegates on Saturday October 14. Mark Hoeft, the chair of the Medical Student Delegation updated us on the excellent progress of the medical student group in codifying their delegation and development a variety of materials to help students considering anesthesia as a specialty. Major discussions during the Board meeting that will be hot topics at the National Meeting included: 1) The success and importance of the AMA Scope of Practice Partnership and the passage of a recent resolution by the AMA to limit clinical misrepresentation by nonphysicians. This resolution was sponsored by the Anesthesiology Delegation. The presence of anesthesiologists within the AMA is increasing annually. ASA residents have been incredibly well-represented by Governing Council Members Jerome Adams and Jesse Ehrenfeld. 2) The role (or lack of one) of anesthesiologist participation in execution by lethal injection (http://www.asahq.org/news/asanews21606.htm); 3) The likelihood of introduction of new quality measures for anesthesia practice by Medicare (http://www.asahq.org/Washington/P4PPanel102405Biersteinpdf.pdf); 4) Discussion of possible guidelines for the administration of deep sedation by nonanesthesiologists; 5) Statement on the composition of the Anesthesia Care Team.

6. ASA PAC Twenty Dollars Toward Your Future


Fewer than 4% percent of residents in any state manage to make a $20 annual contribution to our professional future through the ASA Political Action Committee. This compares to greater than 50% participation in similar PACS by CRNAs and Trial Attorneys. The ASA PAC fund contributes to members of Congress who introduce legislation on behalf of physicians and patients to safeguard healthcare in this country. Two dollars a month from every resident and fellow in the country would amount to more than $100,000 dollars. In a time when academic anesthesiology programs are facing budget crises, insurance companies are refusing payment for GI anesthesia, and physician compensation decreases annual in real dollars we are obligated to participate by either donating our time or our money to our professional future. 7. New England Regional Resident Conference - September The ASA has granted sponsorship for five annual regional conferences. These conferences are resident organized and $1000 grants are available for additional conferences. Contact any of the officers for additional information. The next regional conference will be in New England and organized by Governing Council member and AMA Alternate Delegate Jesse Ehrenfeld. See details below. AWAKE Movie - Jessica Alba and Awareness under Anesthesia Awareness under anesthesia will hit the big screen this fall. The movie is described as a psychological thriller starring Jessica Alba as the wife of a young man who is traumatized by the experience of being awake and paralyzed during open heart surgery. This film will no doubt influence the public perception of the risks of general

anesthesia and peri-operative management by anesthesiologists. We must all help to educate the public on the myths and realities of intraoperative awareness. Over the coming months you will no doubt hear many falsehoods in passing conversation, or more likely in online chat rooms and blogs. It is our responsibility to our patients to provide accurate information and ease anxiety about this important concern. ASA Communications Director Gina Steiner has asked for our help in getting the message out. The ASA Task Force on Intraoperative Awareness issued a report in 2005 that discussed this problem in detail and issued recommendations to anesthesiologist. In conjunction with the American Association of Nurse Anesthetists they have also compiled an excellent patient education brochure. The ASA is also considering the creation of an awareness registry to collect data over two years regarding the prevalence of intraoperative awareness in order to facilitate better study of the clinical factors that contribute to this problem. Please take some time to re-familiarize yourself with these topics and distribute the patient information brochure to whomever you think would benefit. This might, for example, include posting accurate information and the link for the patient brochure in chat rooms and blogs when this topic surfaces. ASA LISTSERV: STAY INFORMED Currently the only effective means to reach residents is through the e-mail listserv. There are many new CA-1 residents who may not yet be registered but need to read this newsletter. Please forward this as many residents in your program as possible - or better e-mail your residency coordinator to help us get the word out You must subscribe to the new newsgroup to continue to receive our newsletter. To Sign-up e-mail: residents-list@listserv.asahq.org and in the body of the text write the word subscribe! Please also register your e-mail address with the ASA at www.asahq.org to facilitate the process. The listserv can also be used as a bulletin/discussion board much like those found on SDN or other medical websites. After you register note you will receive a welcome email with a password.
