This report is submitted to formally document and
establish the 60 year history of DTRA’s mis
-treatment ofHispanics in New Mexico.The following narrative will establish and disclose much of
DTRA’s abuse of authority, abuse of resources and self
serving leadership for personal gain. This agency has onlyserved those in leadership or those that look like theleadership.
DTRA has never worked to improve theemployment condition for Hispanics and has only givencrumbs and token leadership to the Hispanic community forthose that comply with the 60 year culturally established system and tradition of DTRA.
This information is
submitted in support of the investigation of DTRA’s
employment practices toward Hispanics from 22
25 August,2006.The history of DTRA is one of institutionalizeddiscrimination, racism and retaliation rooted in anenvironment of pre-selection, exclusion, favoritism andneglect of very well qualified Hispanics.
Let’s start off
by clarifying one obvious and glaring statistic:
60 year history of GM-
15’s have been 100%
White male and has NEVER included a Hispanic.
How else cano
ne explain that in DTRA’s 60 year
existence in New Mexicoand various other places, the fact that there has NEVERbeen a Hispano GM-15 or leader in New Mexico other than topoint to discrimination?The truth is already established by this very fact thatthere is discrimination in DTRA and Hispanics areunjustifiably mistreated. It further establishes thatHispanos have no voice or advocacy in DTRA. The statisticsspeak for themselves. I am also submitting employmentstatistics that show this process is repeated over and overagain at the mid-range supervisory levels and beyond. Thismeans that although Hispanos are the majority in NewMexico, Hispanos have
