NARRATIVE
ON MONDAY, AUGUST 12, 2013, AT APPROXIMATELY 8:00 PM, OFFICERS DANIEL OQUENDO AND ROBERT FULLER, EIGHTH DISTRICTUNIT 812, WERE DISPATCHED TO INVESTIGATE A POSSIBLE SIGNAL 29, RELATIVE TO A SUICIDE, AT 920 POEYFARRE ST., APT 430.UPON ARRIVAL, THE OFFICERS OBSERVED EMS TECHNICIANS, UNIT 3207, ATTEMPTING TO RESUSCITATE THE VICTIM, IDENTIFIED AS
GINA ALLEMAND, BY PERFORMING CPR, IN THE ENTRY HALLWAY OF THE APARTMENT. AFTER SEVERAL MINUTES OF ATTEMPTING TO
RESUSCITATE MS. ALLEMAND IN THE ENTRY HALLWAY, EMS PLACED HER ON A GURNEY AND RUSHED HER TO UNIVERSITY HOSPITALWHILE STILL TRYING TO RESUSCITATE HER.THE OFFICERS OBSERVED TO THE LEFT OF THE DOOR, ADJACENT TO A SPIRAL STAIRCASE A VACUUM CLEANER, WHO'S CORDTRAVELED UP THE CENTER SECTION OF THE STAIRCASE AND WAS TIED TO THE HANDRAIL ON THE SECOND FLOOR. THE OFFICERSOBSERVED MS. ALLEMAND'S CELL PHONE IN BOX ADJACENT TO THE STAIRWAY. THE OFFICERS OBSERVED A HAND WRITTEN NOTE
WRITTEN IN A NOTE PAD LAYING ON THE DINNING ROOM TABLE STATING "MOM GETS EVERYTHING".
 
OFFICER OQUENDO SPOKE TO MR. RYAN ANDERSON, BOYFRIEND TO MS. ALLEMAND, WHO STATED ON THE AFTERNOON OF MONDAY,
AUGUST 12, 2013, HE AND MS. ALLEMAND HAD LUNCH TOGETHER. MR. ANDERSON STATED THEY WERE ARGUING MOST OF THE TIMEDURING THEIR MEAL OVER HER SUSPICIONS OF HE HAVING BEEN UNFAITHFUL TO HER. MR. ANDERSON STATED AT ABOUT 6:00 PM,HE DROPPED HER OFF AT HER APARTMENT BUILDING AFTER HAVING TAKEN HER TO WALGREENS DRUG STORE TO PURCHASE A FEWITEMS, ONE OF WHICH WAS "NYQUIL" COUGH SYRUP. MR. ANDERSON STATED BEFORE MS. ALLEMAND GOT OUT OF HIS VEHICLE, SHESTATED SHE STILL LOVED HIM, TO WHICH HE RESPONDED "I DON'T LOVE YOU ANYMORE". MR ANDERSON STATED HE RELOCATED TO
HIS RESIDENCE, AND AT OR ABOUT 7:28 PM, HE RECEIVED A TEXT MESSAGE FROM MS. ALLEMAND'S MOTHER STATING THERE WAS
SOMETHING WRONG WITH GINA, SHE HAD BEEN ON THE PHONE TALKING WITH HER AND THE PHONE HAD GONE SILENT FOR ABOUT10 MINUTES, AND THAT HE NEEDED TO GO TO HER RESIDENCE AND CHECK ON HER. MR. ANDERSON STATED HE ARRIVED AT HERAPARTMENT AT OR ABOUT 7:48 PM, OPENED THE DOOR WITH HIS KEY AND FOUND MS. ALLEMAND SITTING ON THE SECOND STEP OFTHE SPIRAL STAIRCASE NEXT TO THE DOOR, APPARENTLY UNCONSCIOUS, WITH THE CORD OF THE VACUUM CLEANER WRAPPEDAROUND HER NECK MANY TIMES. MR. ANDERSON WAS NOT ABLE TO TELL THE OFFICER HOW MANY TIMES THE CORD WAS WRAPPEDAROUND HER NECK. MR. ANDERSON STATED HE FRANTICALLY UNWRAPPED THE CORD FROM MS. ALLEMAND'S NECK, AND THAT SHEWAS NOT RESPONSIVE. MR. ANDERSON STATED HE THEN BEGAN YELLING FOR HELP.OFFICER OQUENDO SPOKE TO MS. ALLEMAND'S NEIGHBOR MS. JULLIAN SNOW (APT. 430), WHO STATED ON MONDAY, AUGUST 12,
2013, AT OR ABOUT 7:50 PM, SHE HEARD SCREAMS COMING FROM THE ADJOINING APARTMENT. MS. SNOW STATED SHE REPEATEDLYHEARD A MALE VOICE FRANTICALLY CALLING FOR HELP. MS. SNOW STATED SHE EXITED HER APARTMENT AND WENT NEXT DOOR TO
MS. ALLEMAND'S APARTMENT, WHERE SHE OBSERVED MR. ANDERSON HOLDING MS. ALLEMAND ON THE FLOOR NEAR THE DOOR OFTHE APARTMENT. MS SNOW STATED SHE THEN CALLED 911.OFFICER OQUENDO REQUESTED A CRIME LAB UNIT TO THE SCENE. CRIME LAB UNIT 6175, MANNED BY COURTNEY HEBERT, ARRIVEDAND PROCESSED THE SCENE.OFFICER OQUENDO REQUESTED A HOMICIDE DETECTIVE TO THE SCENE. DETECTIVE TIM BENDER, UNIT 4144, ARRIVED ON SCENE.AFTER SURVEYING THE SCENE AND MS. ALLEMAND'S APARTMENT, DETECTIVE BENDER ADVISED OFFICER OQUENDO THAT HE SAW NO
SIGNS OF FOUL PLAY AT THE APARTMENT.
 
THE OFFICERS RELOCATED TO UNIVERSITY HOSPITAL TO VERIFY MS. ALLEMAND'S STATUS. THE OFFICERS SPOKE TO RESIDENT
DOCTOR E. JONES, WHO STATED MS. ALLEMAND WAS TECHNICALLY STILL ALIVE, SHE WAS CONNECTED TO LIFE SUPPORT AND WASBEING GIVEN DRUGS TO KEEP HER BLOOD PRESSURE ELEVATED ENOUGH TO SUPPORT LIFE. DR. JONES STATED MS. ALLEMAND'S
PROGNOSIS WAS GRIM, AS IT WAS ESTIMATED SHE WAS WITHOUT OXYGEN FOR APPROXIMATELY 30 TO 40 MINUTES.
 THE OFFICERS RELOCATED TO CENTRAL EVIDENCE AND PROPERTY, WHERE THEY PLACED MS. ALLEMAND'S PHONE, NOTE PAD WITHNOTE STATING "MOM GETS EVERYTHING", AS WELL AS THE PEN USED TO WRITE THE NOTE ON THE BOOKS AS EVIDENCE. THEOFFICERS RECEIVED RECEIPT NUMBER H1644213.
