Chairman's ReportWith the honor of serving as Chairman comes a great responsibility to lead our partywith energy, determination, and a relentless focus on building the organizationnecessary to put Republican ideas of lower taxes, smaller government and greaterindividual liberty into action in California.We meet this challenge in the same economic environment that everyone faces. We arevery appreciative of everyone who has stepped up -- donors, staff members, andvolunteers -- to contribute to the important progress we have made. Working together as a team over the last 100 days, we have moved aggressivelytoward reaching our goals for this year, and I am grateful to our state party members,staff, activists, donors, volunteers, candidates and elected officials for their work inmaking this great progress a reality. All of our 2010 candidates stand to benefit fromwhat we have already achieved, and what is yet to come. Please see below for a summary of actions taken during the last 100 days to prepare forthe 2010 campaign: 
Transition team and reorganization
A complete reorganization of both CRP offices was implemented through a transitionteam I appointed in February, resulting in savings to the CRP in excess of $706,000 peryear, or over $1.4 million per election cycle.Like any business or non-profit organization operating in this economic climate, ourstaffing levels have been responsibly adjusted to meet off-year needs and track therealities of the current economic downturn. Six new political initiatives are under way, inaddition to daily operations.The CRP continues to operate two headquarters: in Burbank and Sacramento, eachwith a first rate team of professionals. For 2010, campaign operations will beheadquartered in Burbank. The transition team was led by Budget CommitteeChairman Paul Bruno and included CalPlan Chair Chuck Hahn, Los Angeles RegionalVice Chair Doug Boyd and Team Cal Chairman Tony Russo. Brent Lowder has joined the CRP as the new Chief Operating Officer. Lowder is aseasoned campaign strategist and has particular experience organizing grass roots, aswell as handling large budgets and overseeing multi-part organizations. His hiring has
 
been applauded by donors, county chairs, volunteer group leaders and grass rootsactivists across the state.
Executive Committee Workshop
The CRP hosted a Saturday workshop for the party's Executive Committee membersand CRP delegates. The members received briefings from the leaders of new initiativesin technology and coalition building, details on the state's political climate, and a reviewof programs under way to position the party for victory in 2010. It is imperative that wecontinue to energize and empower county committees to work with the state party tofurther expand the party's reach. 
Technology Initiative
The California Republican Party's new Technology Initiative is expanding the range ofonline tools available to Republican campaigns and activists while helping to make theCalifornia Republican Party the national leader in the use of new technologies toorganize and communicate. The initiative is led by a new Technology LeadershipCommittee and its Chair David Kralik, Newt Gingrich's Director of Internet Strategybased in Silicon Valley. CRP's First Technology Summit
On June 5 in Silicon Valley the California Republican Party held its first ever RepublicanTechnology Summit, bringing together Republican leaders from across the technologysector to share ideas, best practices and recommendations for future campaigns. Networks: The New Coalition Building Initiative
The new Networks initiative is taking Republican coalition building efforts to a new level.As a permanent, ongoing program the Networks initiative is aimed at expanding theRepublican Party's relationships into dozens of occupational, ethnic, and socialcommunities throughout our state. Leadership Councils for each community are beingrapidly established and major events in each community will be tracked to ensure theRepublican Party is represented at each. Redistricting Task Force
With statewide redistricting to follow next year's census, I appointed a redistricting taskforce including leaders from the Assembly, Senate, Congressional delegation, and otherexperts to monitor the redistricting commission that will redraw legislative districtboundaries, the 2010 census, and Congressional redistricting. Republicans will insiston a fair and honest redrawing of district lines. Due to shifts in national populationtrends with continued growth in southern states, California is expected to lose oneCongressional district following the new census. 
Task Force on the Nominating Process ("Open Primary")
As a result of the recent budget deal, a measure abolishing our system of primarynominations has been placed on the June 2010 ballot. This measure would eliminateRepublican Party primary nominations, and replace our current system with a "top two"runoff where all candidates appear on the same general election ballot in JUNE, with arunoff of only the top two finishers to compete in a November election. The result wouldbe no Republican candidate on the November ballot in some parts of the state, and twoRepublicans competing against each other in other parts. The Republican Party's rightto have a candidate on the November ballot would be abolished, along with similarrights for other ballot qualified parties. To meet this challenge I appointed a panel totake point on this issue, and a formal resolution opposing the measure will be taken upby the Initiatives Committee at the CRP's September convention. 
Roadshow Program to Bring the CRP to Organizations throughout the State
To help Republican clubs and organizations grow and increase their effectiveness inputting Republican ideas into action the California Republican Party has launched theCRP Roadshow, a series of briefings on technology, networking and political programsgiven by experts and available for any Republican organization or county committeeevent. The CRP provides the speaker and educational materials and can adjustpresentations to match the needs of the individual event. To date, over 30presentations have been scheduled throughout California.
