Assist Youth in Making the Transition to Work
In Program Year 2001,of the 14-18 year-old youth registeredunder the WIA youth program,50% will be either employed,in advanced training,post-secondary education,militaryservice,or apprenticeships in the third quarter afterprogram exit.Results:

Program Description:
Title I of the Workforce InvestmentAct (WIA) authorizes services for eligible low-incomeyouth between the ages of 14-21 who have barriers toemployment, including one or more of these criteria:deficient in basic skills; homeless, a runaway, or a fosterchild; pregnant or parenting; an offender; or a schooldropout. The program also serves youth with disabilitiesand others who may require additional assistance tocomplete an educational program or to secure and holdemployment. Programs and services are offered to both inand out-of-school youth. Service strategies prepare youthfor post-secondary education by stressing strong linkagesbetween academic and occupational learning, andpreparing youth for employment. Local communitiescreate opportunities for youth by providing requiredprogram elements, including: tutoring, alternative schools,summer employment, occupational training, workexperience, supportive services, leadership development,mentoring, counseling, and follow-up services.
Analysis of Results:
The Department established the targetfor this performance goal at 50 percent because theoutcomes measured apply primarily to youth between theages of 16 and 18 years old, a majority of whom aredropouts and out-of-school youth. Most 14-15 year oldyouth who receive WIA services are attending school, andthe preferred results for this age group—the attainment of a diploma, General Educational Development (GED), orskill—are not measured by this goal. Studies have shownthat the sluggish economy has taken the greatest tollamong youth (ages 16-24), who account for 72 percent of the total jobs lost among all U.S. workers for the last yearand a half. The drop-out status of many of the 16-18 yearolds served by WIA increases the difficulty of placing themin post-secondary education, military service, orapprenticeships because they lack the requisitecredentials, and the program’s strategy focuses on placingthese youth in employment or advanced training.In developing the targeted level of performance for thisgoal, the Department considered its experience under the Job Training Partnership Act program, the predecessor toWIA, which measured the percentage of out-of-schoolyouth who entered training, completed education, orreturned to school following participation in the program.During Program Year 1999, the last year of the Job TrainingPartnership Act, only 44 percent of out-of-school youthenhanced their employability by returning to school orentering training, and only 57 percent enteredemployment at termination. The 50 percent of WIA youthbetween the ages of 14 and 18 who remain inemployment, advanced training, post-secondaryeducation, military service, or apprenticeships for at leastnine months after their initial placement represents asignificant advance over the initial placement resultsachieved under the Job Training Partnership Act.

rad participated as a summer intern in the Rewarding YouthAchievement (RYA) component of Tampa’s Youth OpportunityGrant Program. His internship gave him first hand experiencethrough an opportunity “that isn’t given out every day to youngpeople who are trying to make important decisions in their lives.”Brad spent five weeks rotating among seven local architecture firms.His experiences involved learning about various aspects of buildingand renovating local schools. He learned about all the skills neededas an architect, from drafting and design to construction. In a letterto the Tampa program, Brad affirmed how the internship “played abig part in helping me confirm my reasons for wanting to become anarchitect.” Internships, like those in the RYA, help young peoplemaking important career decisions because they are “exposed soonerto an actual professional working environment.”
