Assessment Process
The “assessment” process describes in theEUROCORES Scheme the review procedure ofthe applications for project proposals includingthe external Peer Review and the work of theReview Panel.
Associated Partner
A scientist based in a country, or associatedwith an organisation not participating in theEUROCORES Programme, and who is leadingan Associated Project within a CollaborativeResearch Project is called an AssociatedPartner. Associated Partners must be “self-financing” and do not count towards the trans-national eligibility criteria defined in theEUROCORES programme Call for proposals(normally 3 Individual Projects (IPs) from 3different countries for one CollaborativeResearch Project (CRP)).An Associated Partner can not act as a ProjectLeader.
Associated Project (AP)
An Associated Project (AP) is a project withinthe Collaborative Research Project, which is ledby an Associated Partner (see above). The APis part of Collaborative Research Project andwill be assessed as such. An AP should bringadded value to the proposed CollaborativeResearch Project.The AP must be “self-financing”, from 2009onwards also for networking activities.
Collaborative Research Project(CRP)
The Collaborative Research Projects (CRPs)are the international research activities whichmake up a EUROCORES programme.A CRP consists of a number of IndividualProjects (IPs), each led by normally onePrincipal Investigator (PI).Associated Projects may also be part of aCRP. Each CRP is represented by a ProjectLeader (PL). Each CRP should demonstratea minimum level of trans-nationalcollaboration as defined in the relevant Callfor proposals of the EUROCORESprogramme. Associated Partners do notcount towards the trans-national eligibilitycriteria.
Co-operating Partner
A scientist who is co-operating with aPrincipal Investigator but is not named in theCRP proposal and for her/his own purposeswants to be linked to the EUROCORESprogramme can become a Co-operatingPartner (normally these links areestablished after the CRPs are funded).She/he is not an official part of the CRP norof the EUROCORES Programme but, canlisted as a Co-operating Partner (e.g. on theESF web-site of a EUROCORESprogramme). She/he is not automaticallypart of the EUROCORES Programmenetworking activities, but may participate onan ad-hoc self-financed basis.
Co-Principal Investigator
When two scientists lead an IndividualProject (IP), one is the Principal Investigatorand the other becomes a Co-PrincipalInvestigator (Co-PI). They can be based indifferent institutions but must apply togetherfor funding (one budget) from the sameNational Funding Organisation. There canbe only one Co-PI.A Co-PI can apply for networking activitiesin a EUROCORES Programme.

Declaration of Interest
Each person acting for the ESF as a ReviewPanel member or a referee will be asked to signa declaration of interest and confidentiality. Thisdeclaration should cover avoidance of conflictsof interest in the assessment of proposals, mid-term and final reports and ensure that theinformation provided is treated confidentially.
ECRP (European CollaborativeResearch Projects) Scheme
The responsive-mode ECRP scheme supportsmultinational, interdisciplinary collaborativeresearch projects in the social sciences. ECRPoperates differently to typical EUROCORESprogrammes: there is no thematic orientation toits annual Call for Proposals and therefore notheme competition stage or networking betweenthe funded projects. Eligibility Criteria
The eligibility criteria are defined in each Call forproposals. Generally the following criteria canbe observed:
Each Collaborative Research Projectproposal has to involve a Minimum of 3different Principal Investigators (PIs) basedin 3 different countries participating in theEUROCORES Call for proposals.
A Maximum of 50 % of all PrincipalInvestigators in a Collaborative ResearchProject can come from one country.
In a Collaborative Research Project, thenumber of Associated Projects has to besmaller than the number of IndividualProjects (Number of APs < Number of IPs).Additional criteria (such as maximum number ofIPs in a CRP) might be defined in each Call forproposals.

EUROCORES FundingOrganisations (EFOs)
Funding organisations that are participatingin a EUROCORES Programme are calledEUROCORES Funding Organisations(EFOs). In addition to the ESF MemberOrganisations, these can be other nationalfunding organisations outside the ESFmembership, e.g. ministries, ministerialagencies, private funding bodies, fundingorganisations at regional level etc.
EUROCORES Networking
Once the CRPs of a EUROCORESprogramme have been funded, aEUROCORES programme is expected toimplement networking activities across thefunded CRPs through science meetingssuch as workshops, conferences etc.The costs for these networking activities willbe covered through networking fundsprovided by the ESF.EUROCORES networking funds only coveractivities involving more than one CRP.Networking within a CRP has to be coveredout of the national budget.

One EUROCORES ProgrammeEuroDYNA
A EUROCORES programme is “launched”as soon as the Call for Proposals of aspecific EUROCORES programme hasbeen published. The EUROCORESprogrammes involve an international PeerReview process and the subsequentnetworking of the funded CollaborativeResearch Projects.
EUROCORES ProgrammeCoordinator
The Programme Coordinator is responsiblefor networking of the CollaborativeResearch Projects within a EUROCORESprogramme and scientific coordination.She/he has a scientific background in theappropriate field of science (normally with a

PhD) and is an ESF staff member who reportsto the Management Committee (MC) and ESF.
EUROCORES Scheme
The EUROCORES Scheme is the overallframework for the development and running ofEUROCORES programmes.The EUROCORES Scheme sets standards andprovides harmonised procedures for allEUROCORES programmes.
EUROCORES Support Contract
The contract no. ERAS-CT-2003-980409between the ESF and the EuropeanCommission for the support of theEUROCORES programmes within the sixthframework programme runs until the end of2008. The funds of the EUROCORES SupportContract support the development, theInternational Peer Review and the networkingof EUROCORES programmes.
EUROCORES Theme
A EUROCORES Theme is an idea for a newEUROCORES Programme. Guidelines for thesubmission of EUROCORES theme proposalsare available on the website at
www.esf.org/eurocores 
and proposals forEUROCORES themes are invited once a year(with a deadline of, normally, 1
st
June).
Evaluation process
 
The “evaluation” process in the EUROCORESScheme describes the progress of evaluatingthe achievements of a running EUROCORESCRP or programme with respect to the setobjectives or milestones of the CRP andProgramme.
Individual Project (IP)
A research activity/project within a CollaborativeResearch Project which is led by a PrincipalInvestigator (PI) and supported by a nationalEUROCORES Funding Organisation (EFO) isan Individual Project. The PI applies for nationalfunding in the context of a CRP’s researchobjectives.A minimum number of 3 Individual Projectsmake up a Collaborative Research Project. TheIP budget request should include funds fornetworking within the Collaborative ResearchProject.
Management Committee (MC)
Mandate of the Management Committee: 
 
Has overall responsibility for theEUROCORES Programme within theguidelines of the EUROCORESScheme
 
Can request expert advice from theEUROCORES Scientific Committee,Review Panel or any other ad-hocadvisory group
 
Each MC member is responsible forliaison with their funding organisation,including supervision of funding processfor EUROCORES projects within theirorganisation.
 
Members may attend all meetings of theEUROCORES programme (ReviewPanel meetings, Scientific Committeemeeting, science meetings) asobservers.
Members of the Management Committee are: 
 
(Senior) science administrators fromEUROCORES funding organisations(participating national fundingorganisations)
 
An ESF representative (normally theEUROCORES Programme Coordinator)The Chair is suggested by the ESF fromamongst the membership of the Committee.The relevant ESF Head of Unit and/orEUROCORES Scheme Coordinator mayalso attend meetings of the ManagementCommittee. The ESF provides the secretaryto the Management Committee.The Management Committee is establishedas soon as the Call for proposals of aEUROCORES Programme has beenpublished.
Principal Investigator (PI)
A scientist who leads an Individual Project(IP) is a Principal Investigator (PI). He/sheapplies via the EUROCORES CRP forfunding from a national funding organisationwhich is participating in a EUROCORESProgramme (EUROCORES FundingOrganisation -EFO). He/she must be basedin a country or associated with anorganisation participating in theEUROCORES programme and eligible toapply to that organisation. There can bemaximum 2 PIs per IP (One PI and one Co-PI).
