FOR IMMEDIATE RELEASE

Majority welcome American carriers as long as competition is fair

Preferred access to spectrum, use of infrastructure are key sticking points
TORONTO, AUGUST 24, 2013 - In a random sampling of public opinion taken by the Forum Poll among 1189 Canadians 18 years of age and older, the majority are in favour of allowing Verizon and other US mobile carriers to operate in Canada (57%), while one third are opposed (33%). One tenth do not have an opinion (11%). Approval is especially high among younger Canadians (under 45 64%), males (66%), the wealthiest ($100K to $250K - 65%) in Atlantic Canada (66%) and among Conservative supporters (67%).

TORONTO August 24th, 2013 HIGHLIGHTS:

Majority are in favour of allowing Verizon and other US mobile carriers to operate in Canada (57%), while one third are opposed (33%). When asked their agreement with statements about the mobile market in Canada, Canadians were most likely to agree allowing Verizon and other US carriers to operate here would lead to lower rates (68%), followed by those who agreed mobile rates are lower in the US (66%). Two thirds also agree Verizon should not be given preferred access to the Canadian mobile spectrum (65%).

Majority agree Verizon will lead to lower rates, better service

When asked their agreement with statements about the mobile market in Canada, Canadians were most likely to agree allowing Verizon and other US carriers to operate here would lead to lower rates (68%), followed by those who agreed (incorrectly, as it happens) that mobile rates are lower in the US (66%). Nonetheless, two thirds also agree Verizon should not be given preferred access to the Canadian mobile spectrum (65%). Statements which draw the agreement of one half or more include the idea that allowing Verizon and other US carriers to operate in Canada will lead to better mobile service (57%), job losses among Canadians (51%) and that Canadian mobile carriers shouldn't be forced to allow Verizon and other US carriers to use their infrastructure (57%). Statements which draw only minority agreement include the idea that US carriers will expose Canadians to US government surveillance (40%) and that they will not service unprofitable small and remote communities (46%).

Canadians favour some outside competition in the mobile communications market. As long as new entrants are required to compete on a level playing field with Canadian carriers, Canadians see only upside in Verizon offering their services here," said Forum Research President, Dr. Lorne Bozinoff. Methodology
The Forum Poll was conducted by Forum Research with the results based on an interactive voice response telephone survey of 1,189 randomly selected Canadians 18 years of age and older. The poll was conducted on August 23rd, 2013. Results based on the total sample are considered accurate +/- 3%, 19 times out of 20. Subsample results will be less accurate. Margins of error for subsample (such as age, gender) results are available at www.forumresearch.com/samplestim.asp Where appropriate, the data has been statistically weighted to ensure that the sample reflects the actual population according to the latest Census data. This research is not necessarily predictive of future outcomes, but rather, captures opinion at one point in time. Forum Research conducted this poll as a public service and to demonstrate our survey research capabilities. Forum Research has conducted projects for Bell, Telus and Rogers in the past. With offices across Canada and around the world, 100% Canadian-owned Forum Research is one of the countrys leading survey research firms.
