Description

This document contains the results of research conducted using a modification of the
Delphi method with participants from a variety of backgrounds (see Table I). This research was
designed to probe the nature and acquisition impacts of information warfare and the raw research
results have been integrated into a Naval Postgraduate School thesis entitled “Information
Warfare: Implications for Forging the Tools.” However, the Delphi responses are complete
enough to stand on their own and so are being made available separately
