Meh, not really. At range, the ninja would be fine, but once he gets into the fray, he'll be provoking OA's, and since many of the ninja powers are melee, he needs to be discreet with his movement. To be frank, Hunter's Quarry and Warlock's Curse are easier. They take a minor action to deal extra damage, mine takes a move action.

I think they mean that it's TOO easy to deal that damage. It's unfair to others.

How is it not fair? It's relatively easy to deal Stealthy Strike damage if you stay on the move.

You read it as is: If you move 2 squares on your turn, you deal extra damage. That's the only condition. If nothing else is mentioned, nothing else applies.

While I'm not much of an advocate for a ninja class (I honestly think ninja = assassin, but whatever), I think you've done really well with this. Granted, I didn't read all of the way though, but its mechanically sound. :)
