SOUTH FRASER FAMILY COURT AND YOUTH JUSTICE COMMITTEE MINUTES of a meeting held on Tuesday, May 7, 2009 at the City of White Rock, 15322 Buena Vista Avenue, White Rock, B.C. in the Boardroom at 8:00 a.m, PRESENT Ms. Shirley Gust, Chai Clit. Mel Kositsky (voting) Clr, Heather King (voting) Cllr, Helen Fathers (voting) Ms. Gust called the meeting to order at 8:20 a.m. It was agreed that the first five minutes of every meeting will be spent discussing the history of the committee. 1. AGENDA APPROVAL Tt was moved and seconded; THAT the South Fraser Family Court and Youth Justice Committee adopt the Agenda for its May 7, 2009 regular meeting as circulated. CARRII 2, PREVIOUS MINUTES Itwas moved and seconded; THAT the Minutes of the South Fraser Family Court & Youth Justice Committee meeting held on April 2, 2009 be adopted as circulated. CARRIED 3. BUSINESS ARISIN a) itatus of 2008 Annual Report and 2009 Committee Budget Presented to Five Member Municipalities for Approval; Ms. Gust explained that the Annual Report was sent to all municipalities with incorrect information, and that a corrected version has been re-sent to all for receipt and approval. It was noted that the Manager or Financial Services from the City of Surrey has requested the 2009 Committee Budget in order to send to all five member municipalities for approval b) SFFC&YJC Briefing Notes on Proposed Budget 2009 It. was noted that Committee funds were left over from 2008, and will be added to funds received for 2009 from member municipalities. The Briefing Notes on Proposed Budget 2009 explain how the committee is intending on using the funds and relates committee goals to funds in the 2009 Budget. CORRESPONDENCE a) Letter from the Corporation of Delta dated April 15, 2009 Re: South Fraser Family Court & Youth Justice Committee Terms of Reference b) __Letter from the Attorney General dated April 23, 2009 Re: Receipt of 2008 Annual Report ©) Letter from the City of Surrey dated April 23, 2009 Re: Delegation Request 5. COUNCILLORS/MUNICIPAL REPORTS a) Delta, Municipality of As tabled. Ms. Westlake informed that criminal record checks are not required of volunteers who work with youth unless their work falls under Provincial government mandate. It was noted that there is a “vulnerable” box that can be selected in criminal record checks and this is not always done. Ms. Westlake is communicating with Victoria and sought guidance from the Committee on whether a Bylaw could be drafted to ensure criminal checks are done on all people working with children and youth, and this item will be brought forward at the June 4, 2009 meeting. b) Langley, City of ©) Langley, Township of d) Surrey, City of ‘The report was distributed at the meeting. Discussion ensued regarding youth being able to purchase homemade “prescription” drugs over the internet, and Mr. Tyzzer was requested to write a letter to the Superintendents of schools in the South Fraser area to determine if this is an issue or not. ©) White Rock, City of 6. COUNCIL RESOLUTIONS AND REFERRALS None. 7. SUB-COMMITTEE MONTHLY UPDATES a) Current Family and Youth Justice Issues The committee discussed poverty and its effect on youth, including not having warm coats or enough food during the day. A group of hockey youth were taken on a tour of the downtown eastside, and they went back to their teams and schools and gave talks and slide presentations to their peers, which was very effective. b) Bullying Ms. MacNeil asked for one or two more members to join the Bullying sub-committee. She advised the committee that there are many websites and phone numbers for kids who need help, but the South Fraser region does not appear to be well represented. The committee discussed the feasibility of starting a website to include information for youth on bullying. Mr. Jackstein left the meeting at 9:40 a.m. Discussion ensued regarding the Little Black Book, and how in the past it was not fully accepted and distributed by schools due to some of the links contained in the book. ©) Youth Policing This report was tabled. @) Attorney General Liaison ‘This report was tabled. ©) Protection of Children Abusing Drugs It was noted that this sub-committee has had one meeting, and is in the process of hiring a consultant.
