BACKGROUND
The American Heritage Rivers (AHR)initiative was announced in January1997 under Executive order 13061, tohelp communities revitalize theirrivers and riverbanks. AHR is anumbrella organization designed tomore effectively use the federalgovernment’s many resources, andwas spearheaded by the Council onEnvironmental Quality (CEQ) underthe Clinton administration. Fourteenrivers have been designated asAmerican Heritage Rivers.Each river has the specific support of a “lead” federal agency. The leadagency provides a “River Navigator,”an individual who helpscommunities implement projectsrelated to the three AHR objectives:historical and cultural preservation,environmental protection, andeconomic revitalization.
GENERAL INFORMATION
The City of El Paso Texas, is directingits energies toward creating a 42-mileRio Grande Riverpark, with supportfrom the National Park Service,connecting significant sites along theriver corridor through a series of trails, cultural destinations, andcommunity parks. Also historicalmarkers and recreational valuesshared throughout the rivercommunities.In response to the American HeritageRivers Initiative, communities alongthe Rio Grande, from El Paso toBrownsville, joined together throughan Inter-Jurisdictional Agreement tonominate the Texas portion of the RioGrande as a Heritage River.Local community organizations, suchas Los Caminos del Rio and theEl Paso Community Foundation have joined with state and federal agenciesto preserve some of the history of theold route between Laredo, Texas, andthe lower Rio Grande Valley, LosCaminos del Rio.
