or more than three decades, Congress has been enacting lawsmandating that the creation and administration of rural policiesand programs in the United States be well coordinated. Althoughsome Presidents have focused on this matter, that vision is still unful-filled. While the United States is a world leader in so many ways, itsrecord of addressing rural opportunities and challenges is poor. Mostindustrialized nations have recognized that the rural areas of theircountries require a special focus. Canada and Austria, for example,have established structures to ensure that rural needs are consideredwhen government policies and programs are developed. In addition,most countries ensure that policies and programs that target or affectrural areas are coordinated so that their cumulative positive impact ismultiplied.The National Rural Development Partnership (NRDP) was designed tohelp the United States as a whole, and rural America in particular,benefit from collaborative thinking which would ultimately result insmarter policies and programs, greater leveraging of resources, andincreased inclusion of all sectors in decision making. Perhaps the mostimportant benefit of this collaborative thinking and action was theempowerment of local populations to identify their own opportunitiesand challenges and to develop their own strategies for facing the future.As envisioned by the 1990 Presidential Initiative on Rural Development,and elaborated on by the 1992 report of the President’s Commission onRural America, the NRDP was to have parallel structures at the nationaland state levels. At each level, all agencies, organizations, companies,and individuals with a stake in the future of rural America were to cometogether to share knowledge and ideas and to shape strategies togetheras partners. In addition, they were to share their resources and expertise.Congress formally embraced this concept by authorizing the NRDP in theFarm Security and Rural Investment Act of 2002.Unfortunately, the NRDP structure has never been fully implemented andonly limited funds have been provided to support its work. Nonetheless,many State Rural Development Councils (SRDCs) have established solidrecords of achievement which illustrate the great things that could bedone if the partnership was fully empowered. Many of the SRDCachievements during the last year are highlighted in this report.
