SUMMARY
:
The Rural Business-Cooperative Service (RBS) announcesthe availability of $23 million incompetitive grant funds for fiscal year(FY) 2003 to purchase renewable energysystems and make energy improvementsfor agricultural producers and ruralsmall businesses. In order to be eligiblefor grant funds, the agriculturalproducer or rural small business mustdemonstrate financial need. The grantrequest must not exceed 25 percent of the eligible project costs.

Applications must be completedand submitted to the appropriate UnitedStates Department of Agriculture(USDA) State Rural Development Officepostmarked no later than June 6, 2003.Applications postmarked after June 6,2003, will be returned to the applicantwith no action. Comments regarding theinformation collection requirementsunder the Paperwork Reduction Act of 1995 must be received on or before June9, 2003.

SUPPLEMENTARY INFORMATION
:
Background
This solicitation is issued pursuant toenactment of the Farm Security andRural Investment Act of 2002 (2002Act), which established the RenewableEnergy Systems and Energy EfficiencyImprovements Program under Title IX,Section 9006. The 2002 Act requires theSecretary of Agriculture to create aprogram to make direct loans, loanguarantees, and grants to agriculturalproducers and rural small businesses topurchase renewable energy systems andmake energy efficiency improvements.The program is designed to helpagricultural producers and rural small businesses reduce energy costs andconsumption and help meet the nation
scritical energy needs. The 2002 Act alsomandates the maximum percentage RBSwill provide in funding for these typesof projects. The RBS grant will notexceed 25 percent of the eligible projectcosts and will be made only to thosewho demonstrate financial need. Due tothe time constraints for implementingthis program, RBS has decided toinstitute only the grant program for FY2003.

Definitions applicable to this NOFAAgricultural Producer 
An individualor entity directly engaged in theproduction of agricultural products,including crops (including farming);livestock (including ranching); forestryproducts; hydroponics; nursery stock; oraquaculture, whereby 50 percent orgreater of their gross income is derivedfrom the operations.
Annual receipts
Total income orgross income (sole proprietorship) pluscost of goods sold.
Biogas
Biomass converted to gaseousfuels.
Biomass
Any organic material that isavailable on a renewable or recurring basis including agricultural crops; treesgrown for energy production; woodwaste and wood residues; plants,including aquatic plants and grasses;fibers; animal waste and other wastematerials; and fats, oils, and greases,including recycled fats, oils, andgreases. It does not include paper thatis commonly recycled or unsegregatedsolid waste.
Capacity 
The load that a powergeneration unit or other electricalapparatus or heating unit is rated by themanufacturer to be able to meet orsupply.
Capacity Factor 
The ratio of theaverage load on (or power output of) agenerating unit or system to the capacityrating of the unit or system over aspecified period of time.
Commercially Available
Systemsthat have a proven operating history andan established design, installation,equipment, and service industry.
Demonstrated Financial Need 
Theapplicant must demonstrate that it isunable to finance the project from itsown resources or other funding sourceswithout grant assistance.
Eligible Project Cost 
Total projectcosts that are eligible to be paid withgrant funds.
Energy Audit 
A written report by anindependent, qualified entity orindividual that documents currentenergy usage, recommendedimprovements and their costs, energysavings from these improvements,dollars saved per year, and theweighted-average payback period inyears.
Energy Efficiency Improvement 
Improvements to a facility or processthat reduce energy consumption.
Financial Feasibility 
The ability of the business to achieve the projectedincome and cash flow. An assessment of the cost-accounting system, theavailability of short-term credit forseasonal business, and the adequacy of raw materials and supplies.
Grant Close Out 
When all requiredwork is completed, administrativeactions relating to the completion of work and expenditures of funds have been accomplished, and RBS acceptsfinal expenditure information.
In-kind Contributions
Applicant orthird-party real or personal property orservices benefiting the Federallyassisted project or program that arecontributed by the applicant or a thirdparty.
Interconnection Agreement 
Theterms and conditions governing theinterconnection and parallel operationof the applicant
s electric generationequipment and the utility
s electricpower system. Other services required by the applicant from the utility arecovered under separate arrangements.
Leveraged Funds
The funds neededto pay for the portion of the eligibleproject costs of the project not paid for by a grant awarded under this program.
Other Waste Materials
Inorganic ororganic materials that are used as inputsfor energy production or are by-productsof the energy production process.
Power Purchase Arrangement 
Theterms and conditions governing the saleand transportation of electricityproduced by the applicant to anotherparty. Other services are covered underseparate arrangements.
Pre-commercial Technology 
Technologies that have emerged throughthe research and development processand have technical and economicpotential for application in commercialenergy markets but are not yetcommercially available.
Renewable Energy 
Energy derivedfrom a wind, solar, biomass, orgeothermal source or hydrogen derivedfrom biomass or water using wind,solar, or geothermal energy sources.
Renewable Energy System
A processthat produces energy from a renewableenergy source.
Rural 
Any area other than a city ortown that has a population of greaterthan 50,000 inhabitants and theurbanized area contiguous and adjacentto such a city or town.
Small Business
A private entityincluding a sole proprietorship,partnership, corporation, and acooperative (including a cooperativequalified under section 501(c)(12) of theInternal Revenue Code) but excludingany private entity formed solely for acharitable purpose, and which privateentity is considered a small businessconcern in accordance with the SmallBusiness Administration
s SmallBusiness Size Standards by NorthAmerican Industry ClassificationSystem (NAICS) Industry found in 13CFR 121; provided the entity has 500 orfewer employees and $20 million or lessin total annual receipts including allparent, affiliate, or subsidiary entities atother locations.
Total Project Cost 
The sum of allcosts associated with a completed,operational project.
Grant Amounts
The amount of funds available for thisprogram in FY 2003 is $23 million. RBSgrant funds may be used to pay up to25 percent of the eligible project costs.Half of the funds will be available forrenewable energy systems and the otherhalf for energy efficiency improvementprojects. USDA may reallocate funds between the renewable energy systemsand the energy efficiency improvementfunds. Applications for renewableenergy systems must be for a minimumgrant request of $10,000, but no morethan $500,000. Applications for energyefficiency improvements must be for aminimum grant request of $10,000, butno more than $250,000. The actualnumber of grants funded will depend onthe quality of proposals received andthe amount of funding requested. Theselimits are consistent with energyefficiency improvement projects andalternative energy systems, which theDepartment has determined areappropriate for agricultural producersand rural small businesses. Grantlimitations were based on historical datasupplied from Department of Energy,Environmental Protection Agency andRural Utilities Service on renewableenergy systems and from an energyefficiency state program for energyefficiency improvements.
Applicant Eligibility 
An eligible applicant must be anagricultural producer or rural small business. Individual applicants must becitizens of the United States (U.S.) orreside in the U.S. after being legallyadmitted for permanent residence.Entities must be at least 51 percentowned, directly or indirectly, byindividuals who are either citizens of the U.S. or reside in the U.S. after beinglegally admitted for permanentresidence. The applicant must also havedemonstrated financial need. In the caseof an applicant that is applying as arural small business, the businessheadquarters must be in a rural area andthe project to be funded also must be ina rural area. Adverse actions made onapplications are appealable pursuant to7 CFR part 11.
