eIsrael Knesset Protocol Act (06/09)
Parliament of eIsraelDefinitions:
The following definitions defined below relate to this Act specifically:1. PM/Prime Minister: defined as the Prime Minister of eIsrael or the President under theeRepublik Game System2. DPM/Deputy Prime Minister: defined as the chosen person of the Prime Minister to act as hisDeputy.3. Minister/s: defined as the Ministers of Departments within the Executive Government.4. Deputy Minister/s: defined as the Deputy Minister of Departments of the ExecutiveGovernment.5. Executive Member: Member of the Executive Government in a position other than PM, DPM,Department Minister or Deputy.6. Cabinet: also known as the Executive Government and consists of the Prime Minister,Department Ministers, Deputy Ministers and any other Cabinet Member in Cabinet Positions.7. MK
(Member Knesset)
: defined as an elected Member of the Knesset of eIsrael or a Congressmember under the eRepublik Game System.9. Knesset: the Knesset of eIsrael or Congress under the eRepublik Game System10. Speaker: the Speaker of the Knesset, elected by the MKs each term.11. Deputy Speaker: the Deputy Speaker of the Knesset, elected by the MKs each term.
Purpose:
This Knesset Protocol Act will outline Knesset Protocol and Procedures as well asKnesset Speaker and Deputy Speaker Nomination and Election.
Part 1 - Policy Proposals
a) All policy proposals being presented to the Knesset and Cabinet shall be placed in TheKnesset Forum in the Form of Bills/Treaty/Agreements/etc. for discussion under theseprocedures before being voted on, either here on the forums or in game.b) Any proposal made using the eRepublik Congress system that doesn't follow the procedureexplicitly as described below, requires all MKs to vote
"No"
automatically.c) The Policy Proposal procedure is as follows;i. Any MK, Department Minister, Deputy Minister or the Prime Minister interested in making aproposal must first declare the proposal using one of the required Templates, as a new topic inThe Knesset section on the eIsraeli forums. This topic will be discussed for a period no less than48 hours, starting from the date and time the topic is posted.
 
ii. The Knesset Speaker and Deputy Speaker shall preside over all Knesset discussions & topicsand act as moderators.iii. Proposers are required to amend their own proposal topics were required if they choose todo so. Failure to do so will mean that the proposal will be voted on specifically as the proposerstated, unless in the case of vi.iv. After the 48 hours has passed the Knesset Speaker / Deputy Speaker will lock the topic witha final post directing voters to the voting hall and the vote taking on the proposal as a newtopic.v. The Vote shall be taken in the Voting Hall. This Vote will be voted on for a period no lessthan 48 hours from the date and time of the Vote Topic.vi. Further to (iii), the result of a discussion may be the general consensus of the MKs. Suchexamples include;- An MK, Minister or the Prime Minister makes a proposal but there are various resolutionscounter-proposed and supported by MKs. In this case, if the proposer refuses to amend theiroriginal proposal, only the original voting options listed with the proposal will be voted on, in aVote created by the Knesset Speaker or Deputy Speaker.vii. Following a positive result of a vote (ie if a majority vote of "yes" in a yes-no vote or theproposal with the most votes in a multi-choice proposal), any MK is authorised to make theactual proposal using the eRepublik Congress system if required. As the game mechanics state,this vote runs for 24 hours.
Part 2 - Knesset Speaker/Deputy Speaker Elections
a) Following a new Knesset being elected on the 25th of each month, a new Knesset Speakerand Deputy Speaker must be elected. The following procedure is to be followed in determining anew Knesset Speaker / Deputy Speaker.i. The MKs will accept Knesset Speaker/Deputy Speaker applications and Nominations from the26th to 27th of each month. Any Member of the Knesset who has served at least 1 term in theKnesset and is not the President, Prime Minister, Deputy Prime or a Cabinet Member may applyor be nominated. The Deputy Speaker may be a new member to the Knesset.ii. Nominations and applications may be for specific positions as either the Knesset Speaker orDeputy Speaker, or they may be as general nomination or application.iii. Nominees should accept or reject nominations prior to the closing time; otherwise they willbe included in the vote.iv. After the Knesset (eRepublic Congress) Elections, where the Nominations or Applicationsfor either position have more than one potential recipient, that has been revoted into theKnesset, then the previous Knesset Speaker will create a vote in The Knesset Voting Hall on theeIsrael forums, which is voted on the 28th & 29th of each month to determine the new Speakerof the Knesset.v. Where the Speaker nominee and Deputy Speaker nominee with the most votes will take upthe positions immediately and Knesset business may officially commence.
Part 3 - Code of Ethics
a) Anything posted in the Sensitive Discussion area must not be repeated, screenshotted orcopy/pasted to anyone who is not a member of The Knesset or member of Cabinet.
