 June 15, 2009Aurora Village Board:On Friday, June 12, 2009, I had a conversation with Robert J.Freeman, Executive Director of the New York StateDepartment of State Committee On Open Government. Thiscommittee has an informative webpage at:http://www.dos.state.ny.us/coog/Right_to_know.htmlDuring my conversation with Mr. Freeman I discovered that Iwas incorrect regarding my understanding of what isappropriate public participation at a public villagegovernment meeting.While explaining my understanding of John Place’scomments at the May 20, 2009, Village Board meeting, Mr.Freeman politely interrupted me and said that if the AuroraVillage government permits public participation at theirmeetings, John Place is free to get up and say anything thathe wants, regardless of how personal, untrue, or irrelevant tothe function of village government. Mr. Freeman said thatPlace may speak for as long as he wants. But, Mr. Freemanalso said that I am free to take legal action against JohnPlace if his remarks defame or slander me and my family.However, Mr. Freeman explained, the Aurora villagegovernment must extend that same opportunity toparticipate - both in time and range of subject matter - to allmembers of the public. Therefore, he explained that agovernmental body should establish and announcereasonable parameters and guidelines for time and contentof public comments allowed at public meetings.According to Mr. Freeman, I was also mistaken regarding myunderstanding of what should be included in the officialminutes.
