ExecutiveSummary:
On
August 27,2013,
three
bidswere submitted
to
the
City
for
th
e2013Street Projects. This projectincludesnumerous patching and overlays
to
variousstreetscitywide. The streets were
se
lectedbasedupon
the
condition
of
the
streetand
the
amo
unt
of
funding available.Don ChapinCompany was deemed
the
lowestresponsible bidder by
the
City Engineer(see attachedcover
letter
and tabulation
of
bids). The base bid
for
eightstreets submitted by
Don
Chapin Company was $350,155, which
is
less
th
an
the
engineer's estimate
of
$405,840.It
is
recommended
that
Council also fund three additional projects included
within the
bidspecification
for
acost
of
$443,860.
In
addition,
it
is
recommended
that
a10% project contingency and
5%
engineering
to
Neill Engineering
be
allocated
fromthe
existing project funds
for
a
total
project cost
of
$510,439.The projects
to
be included are listedb

the
cost associated
with
the
Jane Powers Walkway ($35,200),
it
is
recommended
that
this projectbefunded
fromthe
Bikeway Project Account.Thisproject has$50,000in funding
for
bicycle andpedestrian trails
for
fiscal year2013-14.
If
fundingis allocated
toward
Jane
Powers Walkway,
the
bikeway project will havearemaining$14,800.Alternatively,
the
Walkway may be includedin
the
list
of
streetprojects
for
next year
or
funded this year,
with
an
associateddecre
asein
the
budget
for
anticipated concrete and sidewalkrepairs.
If
the
cost
of
the
Jane
Powers Walkway
is
excluded
from the
streetprojects,
the
total project cost
with
contingenciesandengineeringwill be about $475,000.This leaves$351,500
for
concrete repairsin
the
commercialdistrict ($300,000)scheduled
to
occur this winter/spring,
the
pavement portion
of
the
Santa
Fe
StormDrain Relocation Project($24,000)scheduled
to
occur this falland sidewalkrepairs ($27,500)scheduled

occur in
the

spring.
