I was in Council chambers and listened to the debate. If I may, I would like to clarify some of the issues that were raised at that time. This is in advance of the information we are providing to the Director of Recreation, Culture and Parks for the Township of Langley. City of Langley currently supports our not for profit organization through a permissive tax exemption of roughly $30,000/year which is based on the current assessed values of the building and land. Our tax roll assessment will increase dramatically once the expansion and renovations at Langley Lodge are completed. Our request to the City of Langley which will be reviewed later this summer is for the permissive tax exemption to be calculated on the new tax roll assessment. If approved, this would result in support from Langley City of approximately $100,000 per year. ‘The Fraser Health Authority supports the capital expansion and the provision of basic needs for our residents at a per diem rate per resident. The Langley Care Society will assume a mortgage on our facility, and pay both the mortgage and our operations from that per diem rate, Our concern is that the per diem provides for basic needs. Langley Care Society is committed to provision of a quality of life for our residents, and we fund recreational, cultural and other programs above and beyond the basic needs funded by FHA. We are currently fund-raising, and asking for community support, as we are concerned that our ability to continue to funds these programs will be jeopardized by the need to meet both a mortgage and the funding of basic needs from the FHA per diem rate. Langley Lodge continues to seek funding assistance from the Provincial Government despite finding that we slip between the cracks, BC Housing for example does not support healthcare facilities and therefore makes Langley Lodge ineligible for housing grants. At the same time, we have been advised by the BC Gaming Commission that we are not eligible for a ‘major capital grant because Langley Lodge is a housing facility. We continue to argue this contradiction, but without success to date. Regardless of what the Province of BC does or does not do, this is an appeal for help from the Township of Langley. ‘The Langley Care Society is encouraged by the consideration the Township of Langley Council has extended previously to other projects outside the scope of the Township’s Capital Improvement Grant program. In particular, Langley ‘Community Music School and the Salvation Army Gateway of Hope projects. After referring to the Special Council Meeting Minutes of May 25, 2009 I would like to note that it appears the resol is significantly different to our request on May 13, 2009 that suggested “If that is not possible, perhaps Council would consider a grant for an initial 5 years and after that time be subject to a review for continuation.” We hope your deliberations will continue to recognize the spirit of our request. If we can provide any further information with regards to our funding and operations, we would be happy to do so.
