Although the report focuses primarily on delinquency dispositions, information has again
been included on dependency cases that have been referred to juvenile probation
departments. While county children and youth agencies handle the overwhelming
majority of cases involving dependent children in the Commonwealth, some juvenile
probation departments provide services to children who are alleged to be dependent on
the basis of ungovernability or chronic truancy.
The information contained in this report is of value to all individuals, agencies and
organizations having an interest in the Pennsylvania juvenile justice system. However,
it is not intended to reflect the total workload of juvenile courts or juvenile probation
departments.
It is with great pleasure that we dedicate this report to the judges, probation officers,
victim advocates, district attorneys, service treatment providers, and other professionals
who work on a daily basis in the Pennsylvania juvenile court system.

This report is a compilation of the data collected from the juvenile probation departments in the Commonwealth
of Pennsylvania.
As in the past, to avoid confusion regarding the unit of count used in tabulating juvenile court statistics and to
improve the understanding of how data can be interpreted please note:
1. The primary unit of count is the disposition. A disposition is defined as an allegation disposed of by the
juvenile probation department and/or the court. Within a single delinquency allegation, a youth may
be charged with a number of offenses that may result in multiple petitions. Any one youth may be
involved in a number of dispositions within a calendar year. In addition, a youth may be referred on
more than one occasion and receive only one disposition. Dependency dispositions include only those
referrals to probation departments alleging dependency that are not accompanied by allegations of
delinquency. Therefore, one is cautioned NOT to attempt to interpret dispositions as:
2. There are times when you will see the word case used to describe the data. In this report, the word case
is used interchangeably with the word disposition;
3. The unit of count refers to a case disposed of by a juvenile court and/or juvenile probation department.
The term disposed means that a definite action/decision has been implemented or that a treatment
plan has been decided upon or begun;
4. The statistical system is constructed to collect up to the seven (7) most serious offenses per
delinquency disposition;
5. The Commission collects additional information on placement reviews, disposition reviews, and
selected special conditions attached to a disposition. A disposition review is a hearing conducted
before the court regarding a previous disposition which did not result in out-of-home placement. A
placement review is a hearing conducted before the court regarding a previous disposition which did
involve out-of-home placement. The outcome of reviews are reported only in the review section of this
report and are NOT included in any of the other tables.
6. The data in the secure detention section of this report were collected in conjunction with the JCJC
Standards Governing the Use of Secure Detention. This information should not be compared with
detention data collected and reported prior to 1989.
7. The reader is cautioned that in the tables containing rows with percent of total, the row may not total
100 percent due to rounding.

• The 45,573 delinquency dispositions in Pennsylvania in 2007 represent a 3.7% increase from 2006.
Consent Decree became the most frequently utilized disposition, representing 18.4% of all
delinquency dispositions, followed in descending order by Probation (17.7%), Informal Adjustment
(14.3%), Fines/Costs (8.7%), Complaint Withdrawn (7.9%), Placement (7.6%), and Warned/
Counseled/Case Closed (6.4%). (See pages 3 and 4)
• Delinquency placements to private institutions, including those resulting from disposition reviews,
comprised 35.9% of the 7,525 total delinquency placements in 2007, followed in descending order
by placements to drug and alcohol programs (13.0%), group homes (12.2%), Boot Camps (11.6%)
and Wilderness Based Programs (11.4%). (See page 23)
• Juvenile court dispositions in Pennsylvania continue to primarily involve males. In 2007, males
accounted for 76.2% of all juvenile court dispositions, 81.8% of probation dispositions, 87.9% of
dispositions involving placement, and 97.5% of transfers to criminal court. (See page 39)
• Of the 34,715 juvenile delinquency dispositions involving males in 2007, 48.4% involved White,
Non-Hispanic youth, and 38.7% involved Black, Non-Hispanic youth. Similarly, of the 10,858
dispositions involving females, 47.6% involved White, Non-Hispanic youth and 39.9% involved
Black, Non-Hispanic youth. (See pages 41-44)
• In Pennsylvania, the majority of the 45,573 delinquency dispositions involved White youth (56.7%),
followed in descending order by Black youth (41.0%). (See pages 45-46)
• 26.3% of the 45,573 delinquency dispositions in 2007 involved seventeen year olds, followed in
descending order by sixteen year olds (22.1%) and fifteen year olds (17.6%). (See pages 51-54)
• 55.9% of delinquency dispositions in 2007 reported a family status of the biological parents Never
Married or Divorced, while 18.9% reported a family status of the biological parents Married. (See
pages 59-60)
• 44.3% of delinquency dispositions in 2007 reported the juvenile living with only the mother, while
18.9% reported the juvenile living with both parents. (See pages 61-62)
*Note regarding Philadelphia dispositions: The reader is cautioned when comparing the figures presented
in this report to the figures presented in the 2003 “Pennsylvania Juvenile Court Dispositions.” Dispositions
reported by Philadelphia in 2003 as case reviews that resulted in probation or placement, were included
in the 2003 data as dispositions of new referrals to more accurately reflect the court process. This
adjustment should be taken into consideration when comparing 2003 data to that of other years.
The accompanying graph displays the number of dispositions for delinquency referrals from 2003 to 2007.
Disposition and placement reviews and dependency referrals are not included in the graph or data tables.
There was a 3.7% increase in delinquency dispositions from 2006 to 2007. Dispositions involving new
allegations in Philadelphia County decreased by 1.1% and Allegheny County dispositions increased by 1.8%.

Consent Decree was the most frequently utilized disposition (8,399, 18.4%) followed in descending order by
Probation (8,046, 17.7%), Informal Adjustment (6,516, 14.3%), Fines/Costs Ordered (3,958, 8.7%), Complaint
Withdrawn (3,580, 7.9%), Placement (3,454, 7.6%), Other Dispositions (3,300, 7.2%), Warned/Counseled/
Case Closed (2,904, 6.4%). All remaining dispositions totaled 11.9%.
Probation with Day Treatment is listed as a separate disposition rather than being included in Probation.

This chart presents a summary of the data included in the table found on page 14. The Court Appointed
column of the table includes those cases where counsel, other than the public defender, was appointed by the
court. Attorney representation at the court hearing may be waived. These cases are reflected in the table as
well as in the chart below.
The data on attorney representation include only the 27,892 dispositions made as a result of a hearing before
a master or a judge. Informally handled cases, reviews, and dependency cases are not included.
Legal representation in delinquency proceedings, during 2007, was most often provided by public defenders,
who were involved in 67% of the delinquency dispositions involving hearings. Private attorneys provided
legal representation in 18.7% of delinquency dispositions involving hearings, followed by court appointed
attorneys at 10.4%. Legal representation was waived in 3.8% of delinquency dispositions involving hearings.

There were 315 alleged rape charges in 2007, representing a 16.7% increase from 2006. Also of interest,
were the 2,064 alleged robbery charges in 2007, representing an 8.5% increase from 2006 and a 45.5%
increase from 2003. Aggravated Assault charges decreased by 2.8% from 2006.

Secure Detention
The Juvenile Court Judges’ Commission’s “Standards Governing the Use of Secure Detention Under the
Juvenile Act” were developed to guide decision making regarding juvenile detention usage in
Pennsylvania’s juvenile justice system. Compliance with these standards is required for counties
participating in the Commission’s Grant-in-Aid Program, with the exception of Philadelphia.
Detention information appearing in this Disposition Report was extracted from the secure detention
database at the Center for Juvenile Justice Training and Research. In accordance with the Standards
Governing Secure Detention, all counties, except Philadelphia, report their secure detention use to the
Juvenile Court Judges’ Commission. This is accomplished statewide through the detention centers. Each
month, all juvenile detention centers, with the exception of the Youth Study Center in Philadelphia, report
their detention admissions along with the Statement of Facts and Reasons that must accompany every
probation-authorized admission to secure detention. Philadelphia County is not included in this reporting
system.
When interpreting the data contained in these tables, the reader should note the following:
1. The unit of count is the admission of a juvenile to a secure detention center;
2. A juvenile who is admitted to a secure detention center and subsequently transferred
to another secure detention center without release is counted as two admissions.
Codes Related to Standards Governing the Use of Secure Detention Under The Juvenile Act
100 Codes Circumstances under which secure detention may be authorized on the basis of an alleged
offense or on the basis of an alleged offense and the child’s current status with the court
or prior record.
200 Codes Circumstances under which secure detention may be authorized on the basis of a child’s
status as an absconder or fugitive; on the basis of a child’s record of failing to appear at
previous juvenile proceedings; or because of extraordinary circumstances which require
secure detention to prevent a child from absconding.
300 Codes Circumstances under which secure detention may be authorized on the written request of
the child or child’s attorney.
400 Codes Circumstances under which secure detention may be ordered pending disposition,
subsequent to a finding that a child committed a delinquent act or is a delinquent child.

Juvenile court dispositions in Pennsylvania’s juvenile justice system primarily involved males. In 2007,
males accounted for 76.2% of all juvenile court dispositions, 81.8% of probation dispositions, 87.9% of
dispositions involving placement and 97.5% of transfers to criminal court.

This table reflects total dispositions by age of the juvenile, at the time of disposition.
Seventeen year olds accounted for 11,983 (26.3%) of the 45,573 juvenile delinquency dispositions in
2007, representing the most dispositions for any age group. Juveniles who were age 16 accounted for
10,067 (22.1%), and juveniles who were age 15 accounted for 8,000 (17.6%) of the dispositions in 2007.
This data remains consistent with that of 2006, in which seventeen year olds accounted for 25.4%, sixteen
year olds accounted for 21.8% and fifteen year olds accounted for 18.0% of juvenile delinquency
dispositions.

These figures do not reflect the total number of dependency cases in the Commonwealth, nor do they represent the total number of
dependency cases handled by juvenile probation departments. A dependency case is defined as a new referral that is processed by the
juvenile probation department and that does not have accompanying delinquency allegations.
