The Context 
Childmalnutrion,describedbysomeasIndia’s“silentemergency”,isacomplexsystemicproblemofstaggeringscale.Forty-sevenpercentofIndia’s414millionchildrenundertheageof6suerfromsomeformofmalnutrion.Inresponse,Indiarunsthelargestdevelopmentprogrammeintheworld,withabudgetofover$2Bperyear,andyetthechallengespersist.FromtheurbanslumsofMumbaitotheforests
 
ofNandurbar,malnutrion,especiallyamongstchildren,isendemictothepopulaonofthestate
 
ofMaharashtra.Halfofthechildreninthisstateareclassiedasbeingunderweight.Inchildren,malnourishmentcanhavemanysevereandfar-reachingeects.Unfortunately,therearefewvisiblesignsofearlytomoderatemalnutrion;children,parcularlyundertheageof6,canlookhealthywithoutshowinganysignsofillness.Thisfactormakesthecondiondiculttodiagnoseandtoaddressas
 
asocialproblem.ManyparentsinIndiadonotevenknowthattheirchildrenareundernourished.Malnutrionhasnosingularcause.Rather,itistheresultofadiversemixtureofsocio-economic,polical,andgeographicalfactors.MillionsofpeoplefromverydierentpartsoftheIndiansocialsystemareinvolvedin–andaectedby–malnutrion.Youngmothers,nutrionists,foodmanufacturersanddistributers,governmentregulatorsandrepresentaves,andothersareallinvolvedinthecrisis.Consequently,anyplanofacontocombatthisproblemmustnecessarilyengageadiversityofstakeholdersfromacrossthesystem.Doingsopresentsimmensetechnical,polical,andsocialchallenges.Establishingpartnershipsoftrustamongthesestakeholders,whomoreoenthannotcomefromextremelydierentrealies,isadelicatemaerinsuchacomplexsystem.Since1973,withthelaunchoftheIntegratedChildDevelopmentServices(ICDS)scheme,theIndiangovernmenthasusedconvenonaltechnical

approachestoaddresstheproblemofchildmalnourishmentwithlimitedsuccess.Inresponsetothisongoingsystemicchallenge,from2003-2006,ReosPartnersconvenedagroupofgovernment,business,andcivilsocietyorganisaonsinaninterviewanddialogueprocesstoengagewiththiscomplexissuein
 
anewway.WiththeSynergosInstute,Unilever,andUNICEFasco-convenors,thegroupgrewtomorethan30organisaons.TheMaharashtraChangeLabwaslaunchedin2006,andwasdesignedtoaddresstheissueinasystemic,parcipatory,andemergentwaythroughasetoflarge-scale,system-wideiniaves.ThesetofprogrammesthatresultedfromtheMaharashtraChangeLabwascalledtheBhavishyaAlliance.TheBhavishyaAllianceemergedfromasingleconversaoninwhichthethen-chairmanofUnileverAsiaexpressedhisdesiretoseeasignicanteortbeingmadetoaddresstheissueofmalnutrioninIndia.TheAllianceranforsixyears,between2006and2012,duringwhichmeitbrokenewgroundonseveralfrontsandbecamethemostsignicantmul-stakeholdereorteverseeninIndia.

TheMaharashtraChangeLabfocusedongenerangresultsinthreekeyareas.Thetargetedoutcomeswere:

High-trustrelaonshipsamongparcipant-leadersandtheirorganisaons,enablingthemtoconnuetodevelopandimplementbreakthroughsoluonstothisandothervitalsocietalproblems
Capacies:
StrengthenedcapacityofparcipangindividualsandteamstoundertakesuchdeepinnovaonandchangeinlargeandcomplexorganisaonalandsocietalsystemsOnceconvened,theMaharashtraChangeLabwasorganisedintoeightmodulesoverthecourseofthreemonths,fromApriltoJune2006.ThemodulescorrespondedtothethreephasesoftheU-Process:
Part One: Sensing
ThesensingphaseoftheChangeLabincludedafoundaonworkshop,communitylearningjourneys,andsystemlearningjourneys.
Foundation Workshop:
Thefoundationworkshopwasafour-dayeventdesignedtoconnectthestakeholdersandbegintobridgetheirdiverseperspecvesintoonesystemicviewofthechallenge.Parcipantsalsogainedanin-depthunderstandingoftheChangeLabapproachandtheU-Process.
