RESUMEN

El propsito central del artculo es la de explicar el papel central que jugaron los municipios de Morropn y Chulucanas para la consolidacin de los centros poblados al interior de los latifundios de Morropn y Yapatera. Es un estudio preliminar sobre el municipalismo de la poca republicana naciente. Se trata de exponer el protagonismo de los municipios y de sus liderazgos que manejando una cultura poltica y jurdica le disputan la hegemona del poder a la familia Arrese en un tiempo de construccin de la repblica y del Estado en la regin de Piura en el siglo XIX. Consultando fuentes manuscritas del Archivo Regional de Piura y el Congreso de la Repblica buscamos confrontar las creencias y los discursos con la realidad histrica de una regin en proceso de construccin y comprender la lgica poltica de estas aglomeraciones de campesinos colonos, negros libertos y de pequeos propietarios mestizos y criollos que han migrado y asentado en estos ncleos urbanos que posteriormente alcanzaran las categoras de caseros, pueblos, villas y capitales de distritos y provincias. REPUBLIC, VILLAGES AND MUNICIPALITIES IN THE HIGH PIURA, 19th century. The political experience of Morropn and Chulucanas in the conquest of citizenship ABSTRACT The main objective of this article is to explain the essencial role that played the municipalities of Morropn and Chulucanas for the consolidation of the populated centres inside Morropn and Yapatera large states. It is a preliminary study about the municipalismo on the early republican time. It also makes an effort to expose the protagonism of municipalities leadership handling a political and juridical culture, and fighting for the hegemony and power against Arrese family in a time of construction of state and republic in Piura's region in the 19th century. Consulting manuscript sources of Piura's Regional Archive and the the Congress of the Republic we try to confront the beliefs and speeches and face them up with the historical reality of a region in a development process, and to include the political logic of these agglomerations of rural colonists, black freedmen, half-caste and Creole smallholders that have migrated and suited in these urban groups that later would reach the categories of hamlets, villages, towns, and the capitals of districts and provinces.
