an application for
an
orderrequiring the production of any tangible things for an investigation to obtain foreignintelligence information not concerning a United States
person
or to protect agah-istinternational terrorism, provided
that
such investigation of a United States person
is
not
conducted solely
on
the basis
of
activities protect
by
the First
Amendment
to theConstitution of the United States.

The tangible things to be
produced
are all call-detail records or "telephony
metadata"
created
by
Telephony
metadata
includescomprehensive communications routing information, including
but
not
limited to .session identifying information (e.g., originating
and
terminating telephone number,communications device identifier, etc),
trunk
identifier,
and
time
and
duration of call.Telephony
metadata
does
not
include the substantive content of any communication, asdefined
by
18
U.S.C.
§
2510(8), or the name, address, or financial information of asubscriber
or
customer.

the vast majority of the call-detail records
provided
are expected
to
concern communications that are
(i)
between
the United Statesand abroad; or
(ii)
