MESSAGE FROM THE INSPECTOR GENERAL 
This is the second strategic plan issued by the United States Department o Agriculture (USDA)Oce o Inspector General (OIG). Much has happened within agriculture and within ouroce in the 3 years since we issued our rst plan. We in OIG are justly proud o the work wehave done in that time to respond to threats to the saety and security o agriculture (includingbovine spongiorm encephalopathy, or “mad cow disease,” and avian infuenza), weaknesses inDepartmental inormation technology systems, and Forest Service wildre deaths, as well asto protect the integrity o the Department’s investment o over $4.5 billion in response to thecatastrophic Gul Coast hurricane season o 2005.In drating this plan, our goal was to ensure that we can continue to help the Departmentaddress the many challenges that will arise over the next 5 years. We began by pulling togethersta rom all parts and all levels o the organization to get their insights into OIG’s uturedirection, including the challenges we know we will ace in the next ew years (such as successionplanning beore an anticipated wave o retirements), external changes the impact o which we cannot yet predict (e.g., the outcome o the arm bill), and how best we can use our resources andgauge our successes over the next 5 years.The only way we can succeed in achieving our goals is to continue to be a “ONE OIG” teamthat values the proessional eorts o every OIG auditor, investigator, evaluator, lawyer,management proessional, inormation technology specialist, and administrative support sta member. We also need to reach out to our stakeholders as they are critical contributors to andevaluators o OIG’s success. As Inspector General, I want to thank our dedicated OIG sta and stakeholders or embracingthis strategic planning process.
