WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan, urbandesign policy 2 (c) says that “pedestrian facilities should be maintained and enhanced, asconsistent with the Transportation Element, to promote a pedestrian friendly character”and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation policy 1 (i) says that “all forms of transportation should be coordinated toenhance effectiveness and efficiency.”WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation goal 3 directs it to “ensure viable transportation alternatives” and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation goal 4 directs it to “encourage greater bicycle use” and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation goal 5 directs it to “improve the pedestrian accessibility system and itsinterface with other transportation modes throughout the city” and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation policy 5 (a) directs it to “… establish priorities for safe pedestrian-orientedfacilities” and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation policy 5 (b) says that “the City should provide an uninterrupted system of sidewalks, pathways, and crosswalks, prioritizing streets used frequently by schoolchildren, senior citizens, and handicapped people, and streets in heavily congested areas”and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation policy 5 (c) says that “the City should design intersections which provideadequate safety for pedestrians and bicyclists” and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,transportation policy 5 (e) ways that “the City should draft development regulations anddesign guidelines that create infrastructure, land use patterns, and developments thatsupport a pedestrian oriented atmosphere throughout the City” and,WHEREAS, the City of Oak Harbor acknowledges that its Comprehensive Plan,environmental policy 5 (d) directs it to “require retention or planting of trees and shrubswith new development and substantial redevelopment projects. Oak Harbor Municipal Code
THE CITY COUNCIL OF THE CITY OF OAK HARBOR do ordain as follows:
Section One
. Oak Harbor Municipal Code Title 21 entitled “Subdivisions” last amended by Ordinances 1317 in 2002 and by 1284 in 2001 is hereby repealed in its entirety.
Section Two
. Title 21 of the Oak Harbor Municipal Code is hereby re-adopted to containthe following chapters:
