Two HillsSeptember 12, 2013Ms. Lori McKee Jeske, Acting Chief Electoral Officer Election AlbertaSuite 100, 11510 Kingsway NWEdmonton, AB T5G 2Y5Dear Ms. McKee Jeske:It has come to my attention that the County of Stettler No. 6, a prohibited corporation as definedunder the Elections Act, potentially may have provided in-kind donations to a political candidate,and I am requesting that Elections Alberta investigate this matter.Through a Freedom of Information and Protection of Privacy Act (FOIP) request we havelearned that County of Stettler staff used taxpayer funded resources to support the ProgressiveConservative candidate during the 2012 election. I believe the documents obtained andattached establish a prima facie case that a municipal employee created a Facebook page for PC candidate Jack Hayden with County resources. They also establish that this employeecommunicated this and other highly partisan materials repeatedly through a County of Stettler email address during regular business hours throughout the campaign period.It has also come to my attention that County of Stettler vehicles and staff time may have beenused to put out campaign lawn signs for the PC candidate for the 2012 election.These allegations, if true, constitute a serious breach of the Elections Act and need to be fullyinvestigated. If substantiated appropriate penalties should be issued.There may be other issues in the County of Stettler.Our caucus office has made a FOIP request of Stettler County for documents related to possibleimproper donations to political parties for the period of January 1, 2004 until the date of therequest which was December 11, 2012. This request should have been a routine one to complywith, since the request should mirror information that the County was required to provide to
