THE 2014 BUDGET PLANNING CYCLE HAS BEGUN. UNLESS THE COMMITTEE GETS TO WORK VERY SOON IT IS LIKELY THAT THE BUDGET INPUT FOR THE IMPLEMENTATION PLAN MAY BE IN JEOPARDY. IN ADDITION THIS PLAN DRIVES THE INFRASTRUCTURE SET UP FOR THE UNIT AND SEVERAL OTHER ACTIVITIES IN THE PLAN. THIS IS A MAJOR BOTTLNECK FOR THE PLAN AT THIS STAGE. AFTER THE PM ANNOUNCES THE CHARTER OF THE NEW UNIT, IT WILL HELP CLEAR SOME OF THE AMBIGUITY CONCERNING EDUCATION POLICY ISSUES AS IT PERTAINS TO THE AGREED UPON ITEMS IN THE MOU VERSUS WHAT IS THE TRADITIONAL JURISDICTION OF THE EDUCATION MINISTRY A SEMINAR WAS HELD IN LATE JUNE INVOLVING VARIOUS NGOS ON THE SUBJECT OF POWERING THE DEVELOPMENT OF THE INDIAN COMMUNITY THROUGH EDUCATION. VARIOUS BRILLIANT SUGGESTIONS HAVE COME UP. WE AWAIT THE ROLLOUT OF THIS MOU FOR US TO IMPLEMENT SOME OF TH SE IDEAS THIS REQUIRES WORKING WITH THE MINISTRY OF EDUCATION. Performance Summary
We have presented the report on 32 performance areas. 100 days is a fairly short reporting period for all of this but because of the opacity of the situation we have decided to make a first dip report to answer the many questions and doubts people are having about the progress of the implementation of the Agreement.
We have made positive progress in only one of these areas and that is in the set up of the New Unit in the PMs department and in the naming of Mr. P Waytha Moorthy as its head. The performance in the areas of devolution of full executive authority to the Unit Head, the allocation of the budgets for 2013 , in defining the organization structure for the unit, in the set up of the Expert Steering committee and in the planning for the 2014 budget are all unsatisfactory. Performance is an ongoing thing. Our performance in this period is certainly unsatisfactory, but we believe this has much to do with the learning curve involved of this unprecedented effort deriving from the Agreement. We believe that performance will certainly pick up with the approaches we are taking or planning to take.
