TALAKAYAN 20.10MGG Town Hall MeetingsJune 2009
DescriptionTalakayan 20.10 will be a series of highly-interactive, informal Town HallMeetings with Presidential candidates designed to engage them in a discussionon key public policy issues one topic at a time. Each meeting will run for twohours before an audience who will be provided Scorecards to evaluate thediscussions and candidates on how well they responded to the audience’squestions. Meetings will be covered by video, television, media, and bloggers.FormatEach meeting will open with an introduction outlining the process of the meetingand the scorecard’s usage. By then, all audience members will have been givenone blank Scorecard each plus one colored plastic chip (note: colors to bechanged at every meeting).A non-candidate resource person will deliver a presentation outlining the state ofa sector (e.g. PBEd on the State of Education) plus a recommended roadmap toreform. The resource person will exit the stage after the presentation and will notneed to answer questions from the floor.Presidential candidates will serve as panel reactors who will respond to thepresentation and answer questions from the moderator and audience. They willnot be required to prepare speeches or presentations. The meeting is meant tobe interactive and informal with the audience. The meeting will close with one-to-two minute closing statements per candidate.At the end of the meeting, the audience will be reminded to fill out the Scorecardsand submit them to organizers. They will also be asked to place their coloredchip in the box with the name of the candidate they think performed best thatevening.

Co-organizers will also be asked to market the event and get their members to pre-register with the MGG as Volunteers and reserve their seats.The audience will primarily be registered voters or persons of voting age.Public Policy TopicsEach Town Hall meeting will cover only one topic at a time. There will be a totalof 10 meetings planned from June to November 2009, before the closing of thefiling of candidacies at end-November. The topics will be:

Economy and Labor (covering public and private investments, fiscal policy, job generation)

Peace and Conflict Resolution
Poverty
Governance
Health

Foreign PolicyThe organizers reserve the right to make changes to the public policy topics asdetermined by the public interest.Partners will be invited to co-organize meetings depending on their expertise ona policy topic. For instance, Philippine Business for Education will co-organizethe forum on Education and Worldwide Fund for Nature can co-organize theforum on Environment.Schedule of MeetingsAll meetings are scheduled from 5:00 – 7:00 pm at the AIM Conference Center.The first meeting will be on July 1, 2009 and succeeding meetings will be held onthe second and fourth Thursdays of the month from July to November 2009.Provincial schedules will also be made covering 10 different cities (one city pertopic). Dates and cities to be announced.Announcement of ResultsAnnouncements of previous meetings’ Scorecard results and colored chip voteswill be made at the opening of each succeeding town hall meeting. Results willalso be posted to the MGG websites as well as others.Results for all other town hall meetings for any level of elective position can besent to the MGG Secretariat, c/o Synergeia Foundation, Ateneo Rockwell, MakatiCity, email addresswedeservebetter.ph@gmail.comfor posting to the website.ReplicabilityThe Town Hall Meetings are designed to be replicated by MGG Volunteers oraffiliated organizations nationwide. They can be used for any level of electoralrace (e.g., Presidential, Vice Presidential, Senatorial, Congressional, Local). Thevalue of the process and its results and its impact on voter education isdependent on how consistently and how extensively the process can be appliedand repeated in as many locations as possible.
