Dear friends and neighbors,In October 2012 the Kingston Tidal Waterfront Flooding Task Forcewas formed including waterfront property and business owners, representatives of waterfront cultural institutions, and others withinterest or expertise that are important to any dialogue about thefuture of the City’s Rondout/Hudson waterfront. I charged this groupwith the task of assessing local risks and generating strategies thatwill help create a more vibrant, secure and prosperous waterfront inthe coming decades and to address the challenges our city facesfrom waterfront flooding and sea-level rise. This community-driven process was convened bythe City’sConservation Advisory Council and the Economic DevelopmentO
ce, and led by a consulting team from Scenic Hudson and theNYS Department of environmental conservation with expertfacilitation from the Consensus Building Institute. The City was selected to participate in this pilot e
ort because of theactions we are taking to respond to climate change by adopting the“Climate Smart and Green Jobs Community” pledge and becoming aNew York State “Climate Smart Community”. The Climate Action Planwas adopted by the Common Council in September 2012.The Kingston Tidal Waterfront Flooding Task Force met seven timesover eight months, to address community needs and goals, identifyour waterfronts greatest vulnerabilities and opportunities, and assist indeveloping final recommendations. Recommendations in this reportdraw on contributions from Task Force meetings and discussions, theGeorgetown Climate Centers Adaptation Clearinghouse, Kingston’suse (and piloting) of the New York
Climate Smart Planning
self-assessment process and a review of the recommendations of theNew York State Sea Level Rise Task Force. The findings and recommendations of the Task Force will beinstrumental in the implementation of the Climate Action Plan’srecommendations as well as contributing directly to the City ofKingston’s new Comprehensive Master Plan now in planning stages. It is my hope that is part of our e
ort to improve the quality of life inthe City of Kingston and continue to grow as a sustainablecommunity, that you join me in the active participation in theendeavors set forth in this plan. We have a tremendous opportunity tobe a “model” of sustainability, not only for the Hudson Valley but forthe entire State of New York.SincerelyShane R. GalloMayor, City of Kingston
