District, Quezon City), Chairperson of the HouseCommittee on Metro Manila Development, said audit is crucial and it will remain sothrough a no-nonsense approach that will yield together the capacities of three institutionsmerged into one.“This merged body is more committed, more dedicated and more bound byconscience than by instruction. No more test of wills. Let good governance pass the litmustest by calling a spade a spade. It is time to draft the true code of conduct in public servicethat should be better in its praxis than in its text,” said Castelo.For so many years, the lawmaker noted the country’s administrative system or bureaucracy might have unwittingly been plagued by corruption of public officials and private individuals. “Nothing can seem to stop this vicious, bureaucratic orgy. It’s time to put an end to the feast and kill the beast,” he said.In House Bill 426, Castelo proposed that the COA, Office of the Ombudsman andthe Committee on Oversight of Congress be constituted as a tripartite body to be known asthe Legislative Audit Council that shall perform identified tasks which will enable thegovernment to effectively run after corrupt officials and private individuals and makethem accountable for their wrongdoing.The Legislative Audit Council shall be composed of the COA Chairman or hisdesignated representative, the Ombudsman or his designated representative, and theChairmen of the House and Senate Committees on Oversight or their designatedrepresentatives.The council shall perform any or all of the following tasks: be responsible for theoversight of the State audit program; review stewardship of public funds; monitor acts tocorrect weaknesses disclosed by the audit of state agencies; act on financial andcompliance reports and performance audits; and conduct public hearings on all major audits of state agencies to review problems, assess agency stewardship and secureremedial action.
