The Center for Arts and Culture is an independentnot-for-profit organization dedicated to examiningcritical issues in cultural policy. The Center initiated,in the Spring of 2000, a project called Art, Culture andthe National Agenda. With generous support from anumber of foundations, the Center solicited back-ground papers on arts and cultural issues fromdozens of scholars and practitioners over an 18-monthperiod. The aim of Art, Culture and the NationalAgenda is to explore a roster of cultural issues thataffect the nation’s well-being -- issues that should beon the horizon of policymakers, public and private,and at national, state and local levels.This issue paper,
