Issue Brief:
The Concord Coalitionreiterated its support forenacting statutory pay-as-you-go (PAYGO) rules, particularly in light of proposals to expand thefederal government’shealth care commitments.Concord warned, however, that the ObamaAdministration’s PAYGOproposal would exempt$3.5 trillion of specificpolicies from the rule andprotect most spendingprograms from across-the-board cuts intended toenforce the rule.“Finding a cure for thenation’s dire fiscaloutlook will obviouslyrequire a lot more than anew budget rule, butenactment of statutoryPAYGO would send avery positive signal thatthe federal government isbeginning to take theproblem seriously.” saidRobert Bixby, executivedirector of The ConcordCoalition.

An Effective Subcommittee Structure For State and National Organizations
ConversingWith JakeBy Jake PorterWhat do youget when youhaveapproximately twenty managers, butonly about five staffers to do the work of an organization? The answer is a topdown bureaucratic managementstructure that stifles growth, decreasesproductivity, and wastes the resources of the organization.Don’t get me wrong, having state andnational committees and staff are verymuch necessary for the future of ourparty; however, we are a small party. Tobuild a Libertarian future will require avast amount of work that needs to becompleted. We desperately need asubcommittee structure to decrease theheavy workload of our staff and toaccomplish the goals of the organization.
What is a subcommittee structure?
A state or a national committee sets thegoals and makes the major decisions of their organization or they delegate themaking of specific decisions to staff. Asubcommittee is given a specific area toset goals for, carry out those goals, andreport back to the entire committee onthe progress they are making on thosegoals. A “working” subcommitteeconsists of members within the state ornationalcommitteeand couldperhapshavevolunteers, appointedby thecommittee, who are notnecessarilymembers of the state ornationalcommittee.
What are the benefits of asubcommittee structure?
A subcommittee structure can be addedto the state or national committee toallow more oversight and morecommittee member accountability forresults. The following are just a few benefits of asubcommittee structure:

Accountability for results

Better monitoring of progress

Less confusion

Less work for staff

Meeting goals and objectives

More motivation

Real work done by committeemembers and volunteers
What subcommittees do we need?
Here are some ideas. Your list may bedifferent. Some subcommittees could beadded, modified, or removed dependingon your state organization:

Onthe other hand, we could continue to dothe same thing we have done sincebefore I was even born. Has that workedvery well?J.D.
