ORCA is a web-basedsystem that centralizes and standardizes the collection,storage and viewing of many of therepresentations and certifications required by the FederalAcquisition Regulations and previously found insolicitations. According to the language included in FARCase 2002-024, vendors will be required to useORCA beginning 1 January 2005.This FAR change will require you (and your Contract WritingSystem, if applicable) to replace most ofthe current solicitation provisions with a single clausethat directs your vendors to complete the onlineprovisions in ORCA. There is a clause for use in commercialitem acquisitions and a separate clause foruse in non-commercial item acquisitions. However, agencyspecific provisions and solicitation specificprovisions not included in ORCA will still have to beincluded in solicitations. All otherwise applicablerepresentations and certifications will still have to beincluded in solicitations when registration in theCentral Contract Registration is not required (see FAR4.1102).In addition, architect-engineer firms can voluntarilysubmit SF 330 Part II, Architect-EngineerQualifications, through ORCA. However, vendors have beeninformed that the voluntary submittal of theSF 330 Part II in ORCA does not eliminate the requirementthat they submit this form to each agency forwhich it wants to be considered for projects that are notpublicly announced.ORCAs search page (http://orca.bpn.gov/publicsearch.aspx)allows you to view the vendors currentrecord by entering their DUNS number or view their archivedrecords by entering their DUNS numberand the dates of interest (for example, the date of thesolicitation.) The record can be viewed anddownloaded/printed if desired. Please note that the new FARlanguage does not require a paper copy ofthe ORCA record be kept in the contract file.For your information, a copy of the notice going out to allactive CCR registrants beginning next week is

With ORCA, you now havethe ability to enter and maintain your representation andcertification information, at your convenience, via theInternet at http://orca.bpn.gov. In addition, rather thanreceiving and reviewing paper submissions, governmentcontracting officials can access ORCA and review yourinformation online as a part of the proposal evaluationprocess. You will no longer have to submit representationsand certifications completed in ORCA with each offer.Instead, a solicitation will contain a single provisionthat will allow you to either certify that all of yourrepresentations and certifications in ORCA are current,complete and accurate as of the date of your signature, orlist any changes.Although architect-engineer firms can voluntarily submitthe Standard Form (SF) 330 Part II through ORCA, theystill must submit this form to each agency for which itwants to be considered for projects that are not publiclyannounced.To prepare for this requirement and to register in ORCA,you will need to have two items: an active CentralContractor Registration (CCR) record and a MarketingPartner Identification Number (MPIN) identified in that CCR
