Introduction
The American Petroleum Institute (API) has engaged IHS Global Insight to perform anindependent study to determine the impact potential policy changes pertaining to hydraulicstimulation or fracturing of oil and natural gas wells (hereafter referred to as hydraulic fracturing)would have on future hydrocarbon production and the consequent impact on economicperformance. IHS Inc., IHS Global Insight's parent company, holds an extensive well andproduction database that provided the basis for assessing national and state-level oil and gasproduction under different scenarios. IHS Global Insight prepared the economic assessment usingits U.S. Macroeconomic and state economic models. National economic impacts are described inthe section of the report entitled, “Measuring the Economic Impacts of Proposed Policies toRegulate Hydraulic Fracturing: Task 2 Report"This study measures the economic consequences of three alternative scenarios in whichincreasingly stringent restrictions on hydraulic fracturing lead to three different paths for the U.S.economy, starting from the deep recession in 2009. The study investigated three scenarios:
 
Implementation of regulations similar to those used by EPA to regulate the UndergroundInjection Control (UIC) program,
 
Restrictions on the use of certain fluids that are being highlighted by policymakers ashaving the potential to impact underground aquifers, and
 
Elimination of hydraulic fracturing.This report documents the methodologies and assumptions used to produce the forecast scenariosfor each state economy, and highlights and summarizes key observations and conclusions. Theeconomic results for the states reflect the US macroeconomic scenarios as presented in the Task 1and Task 2 reports.
