PA Senate Bill 850 v. Cuts Proposed by Governor Rendell:A Comparison of Selected Programs for Children and Youth
In February, 2009 Governor Rendell proposed a $28.9 billion budget for FY 2010.In response to sharply declining revenue projections, the Senate passed SB 850 in May, cutting
$2 billion from Rendell’s budget.
 With deficit projections reaching $3.2 billion by late June, Governor Rendell proposed to cut$500 million from the February budget. He also proposed to increase the Personal Income Taxby one half percent for the next three years.The following table compares
selected 
programs for children, youth and families under SB 850
and the Governor’s recent budget proposal.
