CMF N 161 Rev 1 GUIDANCE ON NORMATIVE REFERENCES

1 BACKGROUND The Construction Mandates Forum at the meeting held on 1999-10-25 requested the CEN Management Centre to prepare a guidance document on normative references, specially the situation where the normative reference given is an EN which in fact is still in the process of finalization (not yet ratified/published). 2 CLARIFICATIONS According to the CEN/CENELEC Internal Regulations Part 3: 1999-09 (ISO/IEC Directives Part 3, modified), Clause 2 Normative references it is understood that normative references may be made to dated ENs, dated prENs, undated prENs (in which case the latest edition of the normative document referred to applies)and among others to: ENs in the process of finalization (not yet ratified/published). In this case a note is to be added at the end of the page stating To be published. e.g. EN 1234, Part 1, Amendment 1, __ 2) In the above case the EN 1234 is in fact still at the prEN stage. 2) To be published Under Clause 6.2.2 Normative references of the CEN/CENELEC Internal Regulations Part 3 (ISO/IEC Directives - Part 3, modified) it is stated that For dated references, each shall be given with its year of publication , or, in the case of enquiry or final drafts, with a dash together with a footnote To be published., and full title. The year of publication or dash shall not be given for undated references. When an undated reference is to all parts of a standard, the publication number shall be followed by the indication (all parts) and the general title of the series of parts (i.e. the introductory and main elements). NOTE: Presently, considering the request of the Commission, all the prENs are dated. It is also considered that prENs under Formal Vote are not "publickly available" documents and therefore the situation of having the status of an EN given to a prEN stating "to be published" is not used any longer.
