Greetings! With September, comes back to school time. Its a busy time for everyone. Many people are thinking about bringing in the harvest in preparation for winter. We have a fairly large garden and soon we will be harvesting the garlic and root vegetables. We just delivered our eldest daughter to the Gulf Islands where she will be attending the Saturna Ecological Education Centre for the semester. She is 16 so this is a very exciting venture for her and us. Our youngest daughter (age 13) begins her 1st year at QJS having been at Ecole Baker Elementary for the last 8 yrs. She too is ready for the change. Again, exciting. new things. The autumn is budget time for the CRD as different functions assess their budget needs for the 2014 year.

NEWS FROM YOU TO ME across Electoral Area B!


This past week I spent in Vancouver attending my 2nd UBCM / Union of BC Municipalities Convention. There were a great many resolutions debated and it proved to be another great venue for learning. For information on UBCM, check out http://www.ubcm.ca/. I participated in the Agriculture Tour and saw how bell peppers and potatoes are grown at much larger scale than Ive ever seen. See photo on page 5 I am looking forward to the Electoral Area B TOWN HALL MEETING set for Thursday, September 26th at the Bouchie Lake Hall. I encourage all residents to attend these meetings. This is your chance to ask questions, bring forth your suggestions / concerns, learn about whats planned, and meet your neighbours.

North Cariboo Multi-Centre Project Information Sessions


The North Cariboo Joint Planning Committee has scheduled several public information sessions regarding the upcoming referendum for an extension of the Loan Authorization Bylaw approved in the 2008 Referendum for the construction of a new arena, theatre and multi-purpose event space. The referendum is scheduled for Saturday, Nov. 9, 2013. Elected Officials and staff representatives from the Cariboo Regional District and the City of Quesnel will be on hand for the presentation and to answer any questions from the public. Residents who live within the North Cariboo Recreation and Parks boundary (see map on page 2 )are encouraged to attend any or all of the following meetings: Wednesday, Oct. 9 - Royal Canadian Legion, Branch 94, 262 Kinchant Street Thursday, Oct. 10 - Bouchie Lake Community Hall, 1975 Centennial Road Tuesday, Oct. 15 - Red Bluff Elementary School, 1533 Maple Drive Thursday, Oct. 17 - City of Quesnel Council Chambers, 4th Floor, 410 Kinchant Street All of the public information sessions will begin at 7 p.m. The referendum question on Nov. 9 will be presented as follows: Are you in favour of the Cariboo Regional District extending its authorization to borrow up to $15,000,000 to provide for the construction of a new arena, theatre and multi-purpose event space for a further two year period to allow fundraising efforts to continue?

The Town Hall Meeting for Area B is scheduled for Thursday, September 26th in Bouchie Lake. Traditionally, these meetings have been held in January / February so residents to comment on the draft budget, but by holding the meetings in the fall, residents will have the opportunity to be involved at the beginning of the very important budget process. If you have specific issues and / or points you would like discussed and /or addressed, please submit them to me. This map depicts the boundary of the NCRP / North Cariboo Recreation & Parks service function. This function is also referred to as subregional recreation. The boundary is delineated on the map by the black line. All property owners within this boundary contribute to the NCRP function. All residents within this boundary are encouraged to attend one of the public informational meetings on the upcoming referendum of November 9, 2013. This will be YOUR chance to express your VOTE regarding the future of the proposed North Cariboo Multi-Centre Project.

GRANT INFORMATION
Electoral Area B DEADLINE IS APPROACHING. Its September 30, 2013
Each year, the Cariboo Regional District provides Grants for Assistance to groups and organizations that provide a demonstrated benefit to the community. These grants are provided under Section 176(1)(c) of the Local Government Act. The Grants for Assistance submission period and deadline are from August 1st to September 30th for the following year. Currently in the North Cariboo, Grants for Assistance are only provided by Electoral Area B. For these grants to be awarded the application must show a direct benefit to the residents of Electoral Area B. For Area B, please refer to the Grant for Assistance Application and Completion Guide (Electoral Areas B, J, and K). The application is available online at http://www.cariboord.bc.ca/ Services/Finance/ GrantsforAssistance.aspx Please note that there are several guiding principles that the CRD has adopted in terms of determining what applications are eligible for grants. The grants are not intended to provide on-going support to groups and organisations; rather to assist with special projects. All guiding principles are encapsulated in the application guide. NORTH CARIBOO MULTI-CENTRE UPDATE


Since the North Cariboo Multi-Centre Project Update on September 3, 2013, several residents have contacted me enquiring about the status of the project and where particular information can be found. Below is a list of some online links to reports, studies, fact sheets, and agenda items. There seems to be some misunderstanding as to how the proposed Multi-Centre fits into recreation in the North Cariboo. One CRD resident I was speaking too thought the multi-centre was a city project and hence, did not apply to them. This is not so. Recreation in the North Cariboo is a function of the Cariboo Regional District. It is jointly funded by portions of Electoral Areas A, B, C and I and the City of Quesnel. All residents within the recreation function pay the same tax rate / $100,000 assessed value to support recreation. As can be noted, much of the information listed below is on the City of Quesnel website. This is because the City is a partner in recreation and holds the management contract for North Cariboo Recreation. A resident recently challenged me as to whether the elected officials had read these online reports. My response at the time was no, I had not. I am now making an effort to ensure that I have reviewed, and understand, all of these documents. RURAL RECREATION COMMISSION Budget Timeline


Recreation Commissions develops budget for next fiscal year JULY - AUGUST

Recreation Commissions submits subsequent years proposed budget to Quesnel Leisure Services / City of Quesnel (North Cariboo Recreation & Parks / NCRP Managers) for incorporation into NCRP Budget end of AUGUST

Review of NCRP function by North Cariboo Recreation & Parks Commission / NCJPC (2 CRD Directors, 2 City of Quesnel councilors, 1 School Trustee, 1 CRD member-at-large,1 City of Quesnel member at-large) SEPTEMBER

UBCMConvention 2013
Vancouver, British Columbia

From September 16-20th, I attended the Annual Convention for UBCM / Union of BC Municipalities in Vancouver. The week proved to be a great opportunity for networking, learning, and listening to the resolutions that local government from across BC brought forward to be supported by the UBCM membership. All resolutions brought forwarded can be viewed online at http://www.ubcm.ca/. On the 16th I participated in a 1 day Agriculture Tour of some local farms, including greenhouses, in Delta and Surrey. These photos are from this tour. I have never seen such large production of potatoes and bell peppers. The tour was fantastic.
