tional. And today’s income taxes arefar more onerous and complicatedthan the rst tax ever was.The government issued its rst post-

age stamp that day in 1847. Prior tothen, stamps were issued by PRIVATE postal carriers only. And zip codeswere ttingly inaugurated that sameday in 1963. The rst American zooopened in Philadelphia on July 1,1874. A photograph was rst used in
a newspaper story exactly one year after government postage stamps were
introduced, and the rst scheduledtelevision broadcast was sent out over

The Constitution took formal opera-
tive effect July 2, 1788, when New
Hampshire’s ratication was formallyannounced by Congress. This itself took place on the 12th anniversary of 
the submission of the Declaration of 
Independence resolution by the Con-
tinental Congress. (The Declaration
was adopted two days later, on the 4th
of July.)
And the Civil Rights Act of 1964was signed by the President on the
176th anniversary of the Constitu-
tion’s taking formal effect. ThurgoodMarshall, the rst Black member of 
the U.S. Supreme Court, was born onthe 120th anniversary of the Constitu-tion’s going into formal effect. But
President Gareld was shot on theConstitution’s 93rd anniversary. Andactress Lindsay Lohan was born thatday in 1986 -- on the 31st anniversaryof the debut of the Lawrence Welk 
Show.
Both Thomas Jefferson and JohnAdams died on the 4th of July, 1826
-- on the 50th anniversary of the Dec-
laration of Independence. Adams’ lastwords were: “Thomas Jefferson still
survives”. The song, “America the
Beautiful”, was published that day in1895 and it was exactly 75 years after-ward when Casey Kasem’s “AmericanTop 40” rst broadcast.Stephen Foster, who prolically penned such well-known songs as“Oh! Susanna”, “Camptown Races”and “Old Black Joe”, entered thisworld that day in 1826. And the birth-day for our 30th president, “SilentCal”, Calvin Coolidge, fell on the 4thof July of 1872. Koko the gorilla wasalso born that day, but in 1971. She

Rube Goldberg was born that day
in 1883. He’s the inventor of thoseelaborate machines that accomplish
ludicrously simple tasks. Speaking of 
which, the Interstate Highway System
was inaugurated June 29, 1956 whenEisenhower signed a bill for $33.5 bil-
lion in highway construction. Believeit or not, that was actually the largest
 public works bill in history at the
time.
With credit to Rube Goldberg, theRussians and Americans actuallymanaged to dock in space for the veryrst time on the 39th anniversary of 
Eisenhower’s Highway Bill. But a
meteorite leveled a huge swath of 
Russian Siberia on June 30, 1908-- in what was probably the most
destructive impact delivered to earthfrom space that humankind has ever experienced..
Exactly 89 years after that me-
terorite strike, Britain transferredsovereignty of Hong Kong to the RedChinese -- when the leases AROUNDthe City expired. Few people realize

for health workers to enter theseareas, insufcient facilities for TB treatment, discontinued treat

of patients, among others.In the last phase in 2008, theResearch Institute for Tubercu-
losis/JATA has contributed in the
urban unhygienic or slum areas,
with the building the network with Philippine NGOs acting in
the area.
Through the network, theyhave shared the informationabout the patients, have educatedthe people in the area and havetrained the health workers for the
area.This year, it will continue the project that aims to improve TBcontrol through quality assur-
ance of TB DOTS, by trainingand tracking the patients.
The Grant Assistance for Japa-
nese NGO Projects was launched
in 2002 to enhance cooperation between the Government of 
Japan and NGOs in the implementation of ODA to promoteeffective and efcient aid for developing countries.
In the Philippines, 18 projectsin various sectors worth approxi-mately Php70 million have been
funded by this program.
