The Fair Labor Standards Act (FLSA) estab-lishes minimum wage, overtime pay, record-keeping, and youth employment standards a-ecting ull-time and part-time workers in theprivate sector and in Federal, State, and localgovernments.The Wage and Hour Division (Wage-Hour) ad-ministers and enorces FLSA with respect toprivate employment, State and local govern-ment employment, and Federal employees othe Library o Congress, U.S. Postal Service,Postal Rate Commission, and the Tennessee Valley Authority. The FLSA is enorced by theU.S. Ofce o Personnel Management or em-ployees o other Executive Branch agencies,and by the U.S. Congress or covered employ-ees o the Legislative Branch.Special rules apply to State and local govern-ment employment involving fre protectionand law enorcement activities, volunteer ser-vices, and compensatory time o instead ocash overtime pay.
