The Ecosystems Research Division (ERD) of the National Environmental Research Laboratory(NERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency(EPA) is seeking a recent graduate or student with a minimum of a masters level education completed inJournalism or a related discipline (e.g. Communication, Public Relations, Marketing, or Advertising, etc).The student contractor will provide services under a contractual agreement in support of a researchproject focusing on the development and application of a communication program within ERD. The idealstudent will (1) possess skills/experience in originating/developing and writing or rewriting messages,web articles and content, potential trade journal articles for consumer publications, questions and answers,and stories for the ORD web, conduct interviews with employees to develop news articles or to gatherbackground information, event planning; (2) work harmoniously to produce general informationalproducts (fact sheets, brochures, memoranda, etc) research reports, posters, and presentations) (3) degreeor other training, certification or verifiable experience in a scientific or engineering discipline related tohuman or ecosystem exposure or the environment is a plus.ERD conducts process, modeling, and field research to assess the exposure risks of humans andecosystems to chemical and non-chemical stressors. This research provides data, modeling tools andtechnical support to EPA Program and Regional Offices, state and local governments, and othercustomers, enabling achievement of Agency and USEPA’s ORD strategic goals in the protection of human health and the environment. Thestudent contractor will assist the mentor in performing tasks involved in preparing communicationstrategies and materials for the Division. Tasks to be performed include, but are not limited to: (1)materials for the Division Peer Review, (2) Division Virtual Tour, and (3) preparing fact sheets andposters on selected research projectsThis work is currently projected to begin in February/March, 2007 and end in February/March,2008. The initial contract(s) will be for one year with an option for an additional 12 months. Dependingon availability of qualified candidates, multiple awards may be based on this solicitation, so that the total,not-to-exceed hours of the awards equal the effort of roughly 1 full-time student contractor (2,000) hoursper year for all positions awarded under this solicitation. Preference will be given to minimize thenumber of awards so as to maximize the number of hours awarded to each student (see the EvaluationFactors for the solicitation). The majority of the work scheduled is to be performed Monday throughFriday of each week between the hours of 7:00 am and 7:00 pm. The actual start date will be determinedthough negotiation with the selected student(s). The actual hourly schedule will be determined betweenthe student contractor and mentor during the initial opening period of the contract. The duty location is inthe Immediate Office of the Director of the Ecosystems Research Division, 960 College Station Road,Athens, GA 30605. Work will be performed primarily in an office setting or in associated lab spaces. Thework is not particularly hazardous or physically strenuous; office and laboratory health and safety trainingwill be provided, if required.The hourly rate for this position is $22.13. Student contractors will be paid the basic hourly rateonly for the number of hours worked and do not receive overtime premium for any hours worked beyondthe 40-hour week. Student contractors do not accrue leave or holiday benefits and are not paid for anynon-work days, regardless of the reason. Federal, State, Local, and Social Security taxes will not be
 
withheld; student contractors are responsible for reporting income to authorities and paying all taxes.Student contractors are responsible for all costs of transportation to and from the principal duty stationlocation. EPA does not provide housing, meals or other living expenses while working at the principalduty station.Offerors must be (1) recently graduated (no more than 24 months ago) with a M.S. in Journalismor related degree, or (2) students in good standing, with a M.S. in Journalism or related degree, who arecurrently enrolled in a degree program at a recognized educational institution. Non-U.S. citizens may beeligible to participate depending on their immigration status and the applicable regulations of the U.S.Citizenship and Immigration Service (USCIS) formerly known as the Immigration and NaturalizationService. Pleasecheck the evaluation factors document on the website mentioned in the previous paragraph.Any proposal received at the Government office designated after the exact time specified forreceipt is "late" and will not be considered unless it is received before award is made, and the ContractingOfficer determines that accepting the late offer would not unduly delay the acquisition and:a). It was transmitted electronically and received at the initial point of entry to the Governmentinfrastructure not later than 5:00 p.m., one working day prior to the date established for receipt; or there isacceptable evidence to establish it was received at the Government installation and was under theGovernment's control prior to the time set for receipt; orb). It was the only proposal received.However, a late modification of an otherwise successful proposal that makes its terms morefavorable to the Government, will be considered at any time it is received and may be accepted.
 
 Acceptable evidence to establish the time of receipt at the Government installation includes thetime/date stamp of that installation on the proposal wrapper, other documentary evidence of receiptmaintained by the installation, or oral testimony or statements of Government personnel.If an emergency or unanticipated event interrupts normal Government processes so that proposals cannotbe received at the office designated by the exact time specified, and urgent Government requirementspreclude amendment

the announcement, the time specified for receipt will be deemed extended to thesame time of day specified on the first work day on which normal Government processes resume. TheGovernment will make contract awards based on all other factors other than price (students'/recentgraduates' knowledge and skills, academic and work experience -- training and course work as it relates tothe services described in the Announcement) being significantly more important than price.
