September 26, 2013 2013-601Te Governor o CaliorniaPresident pro empore o the SenateSpeaker o the Assembly State CapitolSacramento, Caliornia 95814Dear Governor and Legislative Leaders:As authorized by Chapter 251, Statutes o 2004, the Caliornia State Auditor presents thisaudit report assessing high-risk issues the State and selected state agencies ace. Systematically identiying and addressing high-risk issues can contribute to enhanced eciency andeectiveness by ocusing the State’s resources on improving the delivery o services related toimportant programs or unctions.We have added the 2011 realignment o unding and responsibility between the State and localgovernments to the high-risk list. Realignment shits unding and responsibility or certaincriminal justice and social services programs, totaling approximately $6 billion, primarily tocounty governments. Te State does not currently have access to robust data concerning theresults o realignment. As a result, the impact o realignment cannot be ully evaluated at thistime. Even so, initial data indicates that local jails may not have adequate capacity and servicesto handle the inux o inmates caused by realignment.We believe the State continues to ace eight other signifcant high-risk issues: the state budget,unding or the Caliornia State eachers’ Retirement System, unding retiree health benefts orstate employees, unding or deteriorating inrastructure, ensuring a stable supply o electricity,workorce and succession planning, strengthening emergency preparedness, and providingeective oversight o the State’s inormation technology. We urther believe that three stateagencies continue to meet our criteria or high risk as they ace challenges in their day-to-day operations: the Caliornia Department o Corrections and Rehabilitation, the CaliorniaDepartment o Health Care Services, and the Caliornia Department o Public Health.We will continue to monitor the risks we have identifed in this report and the actions the Statetakes to address them. When the State’s actions result in signifcant progress toward resolving ormitigating these risks, we will remove the high-risk designation based on our proessional judgment.Respectully submitted,ELAINE M.
