This office represents the Carlisle Police Association the exclusive recognized bargaining representative for non managerial sworn police officers employed by the Borough of Carlisle pursuant to Act 111 In that capacity I write to you concerning the decision to close the Carlisle Police Dispatch Center and subcontract those duties to County employees
The Association views this as a unilateral change in terms and conditions of employment

which are mandatorily bargainable under Act 111 as it involves the subcontracting of bargaining unit work including supervision and shared dispatch duties Because however subcontracting has yet to actually occur there is an opportunity for the Borough to satisfy its legal bargaining obligation without the necessity of proceedings before the Pennsylvania Labor Relations Board
There are severable issues of impact upon members of the bargaining unit separate and
distinct from the actual decision to sub contract Since these are obvious at this point bargaining

over impact may ameliorate the need for decisional bargaining These are issues which would be inappropriate to address in a transition committee which includes representatives other than the Borough For this reason the Carlisle Police Association has not participated in this process
