Bill, I am following up on council's recent approval for "committee" to reconvene and resume progress regarding the hiring of an individual(s) to serve at some capacity to assist council members. The last COW discussion included a suggestion (offered by Pratt) to look into the practicality of using the contract-employee form of employment to fulfill this role. Because I am committed to upholding the authority of the Mayor, as is granted in the city Charter, I would like to receive an opinion from the Mayor (or Administration) regarding this staff position and methodology for employment PRIOR to meeting with fellow committee members. Please submit commentary (or phone me) at your earliest convenience, as I sensed (via comments from Pres. Sam Hall) that I have been tasked to expedite this process. Brian Spencer
