The youth eligibility requirements, outlined in the Act (Section 101(25)) andregulations, include a few requirements for youth (age, low income, special needscategory). Local areas set policies for service priorities if they determine the need isgreater than funds available. (See TEN 9-06 for helpful information aboutdocumentation and verification of youth eligibility under WIA.)

hat are low-income guidelines under WIA?
WIA Section 101(25) details the low-income guidelines for serving economicallydisadvantaged customers. The term “low-income individual” means an individual who:

Receives, or is a member of a family that receives cash public assistance such asTANF, SSI, Refugee Assistance, or General Assistance; or
•
received an income, or is a member of a family that received a total familyincome, for the 6-month period prior to application for the program, that does notexceed the higher of either the poverty guidelines or 70% of the lower livingstandard income level (LLSIL). In calculating income levels, unemploymentcompensation, child support payments, public assistance payments, SocialSecurity benefits (old age and survivors) are excluded; or
•
is a member of a household that receives (or has been determined within theprevious 6 months to be eligible for food stamps); or
•
qualifies as a homeless individual, as defined in the Stewart B. McKinneyHomeless Assistance Act; or
•
is a foster child on behalf of whom State or local government payments are made;or
•
is an individual with a disability whose own income meets the low incomerequirements but who is a member of a family whose income does not meet suchrequirements.Chapter 6-2 April 2007
