A. State Vision and Priorities
Overview
With the strong leadership of the Governor, Commissioner of Labor and other state agencies,business leaders and organizations throughout the state, Georgia’s workforce developmentsystem has achieved many successes. A core group of state agencies, including the Departmentof Labor (GDOL), the Departments of Technical and Adult Education, Human Resources,Education, Corrections, Juvenile Justice and the University System have a long tradition of collaborating on the key workforce challenges facing the state. In addition to workforcedevelopment and education, the key economic development agencies and partners are activelyengaged with Georgia's workforce development system, to promote Georgia's growth andsustained prosperity.Governor's Vision for the Workforce SystemThe Governor's vision for the State of Georgia's workforce development system is an enterprisethat links workforce development and education together and aligns them with the economicdevelopment needs of the state, its regions and communities. This vision is reflected in the U.S.Department of Labor Employment and Training Administration's National Strategic Directions,which include the following priorities:

building a demand-driven system within a regional economic development context
•
implementing system reform with streamlined governance and alignment of economic andworkforce development regions
•
enhancing an integrated service delivery system that focuses on services rather than programs
•
advancing a vision for serving youth who are most in need
•
expanding workforce information as the foundation for strategic planning and careerguidance
•
strengthening partnerships with community and faith-based organizations
•
increasing the use of flexibility provisions in WIA to design innovative programs that fuelregional economic competitiveness and create employment opportunities for career seekercustomers

utilizing an integrated and enhanced performance accountability systemThe citizens' Commission for a New Georgia was established in 2003 by Governor SonnyPerdue to work with state government to implement "new ways to a new day." The Commissionfor a New Georgia is a non-profit corporation led by chief executive officers and seniorexecutives from all parts of Georgia. Their mission was to bring breakthrough thinking and afresh perspective for state government to better manage its assets and services and to map itsstrategic future. More than 300 knowledgeable citizens served on 17 focused, fast-track task forces tackling a wide range of issues. The task forces recommended 74 actions to improve costsavings and customer service in government and to open new opportunities for a growingeconomy.1 draft 4-26-07
