Analyzing Sustainable Livelihood Framework
Framework means a set of assumptions, concepts, values, and practices that constitutes a way of viewing reality.. a particular set of beliefs, ideas, or rules referred to in order to solve a problem:
The Sustainable Livelihoods Framework (SL Framework) is a schematic view, model, diagram orvisualization tool that should help us to understand the different components of a livelihood and howdifferent elements in people’s livelihoods interact. The livelihoods framework can be used to help usanalyze livelihoods but it does
not
attempt to provide an exact representation of reality. It is asimplification and it should be adapted for use in different circumstances. Real livelihoods are complexand varied, and can only be properly understood through direct experience. As with the SustainableLivelihoods Approach as a whole, there is no “definitive” Sustainable Livelihoods Framework – differentframeworks need to be developed in different settings to reflect local realities. The important thing is tocreate some kind of framework and to make sure that it includes certain basic elements. Differentorganizations and agencies have developed their own frameworks to reflect their own priorities, but all of these tend to have these basic elements in common. A key aspect of
any
SL Framework is that thepeople or agencies working with the Sustainable Livelihoods Approach
need to construct theframework themselves
. The process of developing a Sustainable Livelihoods Framework forcespeople: to think about livelihoods and thoroughly appreciate what factors contribute to the livelihoods of the people they work with. It also helps people to acquire a greater sense of ownership over theframework and ensures that they fully understand all its different components and how they are relatedto each other.

The Sustainable Livelihood Approach (SLA) uses aSustainable Livelihoods Framework to understandbetter the livelihoods of people, and in particular thepoor. It also consists of a set of SustainableLivelihood Principles which give guidance about howto respond to the learning about livelihoods that theframework helps us to achieve and how to initiateaction for positive change. The approach also makesuse of a range of Sustainable Livelihoods Tools, which are not exclusive to the Sustainable Livelihoods Approach but tools that are widely used in othercontexts as well. The Sustainable Livelihoods Approach seeks to “add value” to these tools by usingthem within a more comprehensive framework of understanding and action, so that different toolscomplement each other and can be used mosteffectively.Even these three basic elements in the approach –framework, principles and tools – are not fixed andthey need to be modified and adapted to suit localcircumstances and priorities. In particular, all threeelements need to be adapted to the capacities andpriorities of the people involved, including the peopleor agencies who are “using” the SustainableLivelihoods Approach and, most importantly, thepeople who are the “subjects” of the approach.
Understanding the Livelihood Framework for AnalyzingLivelihood Intervention Choices
While making a livelihood intervention, livelihood promoters are continuously engaged inmaking choices. These choices include decisions on the1.

Objectives, the livelihood promoters want to achieve,2.

the communities, groups or individuals livelihood promoters seek to help,3.

the sector in which livelihood promoters work in,4.

the scale of impact livelihood promoters desire,5.

how livelihood promoters organize the livelihood activity, and so on.The livelihood framework that helps livelihood promoters to think analytically andsystematically about the choices andhelp design a livelihood strategy. The livelihood framework is not a planning or evaluation tool - its utilitylies in the fact that, it helps livelihood promoters to be more conscious andthoughtful about the choices that theyare making. When planning for alivelihood promotion, livelihood promoters need to reflect on whatchoices they have made in the past, why they made them, and whether they were the best choices in thegiven context is crucial. All toooften, organizations do not believethey have choices, and are notconscious of the implicit choices theyare constantly making.Real learning from the framework will emerge after it is applied to casesor to livelihood promoters ownorganization’s experience.Choices in one element of the designmay depend on choices made inanother part. This means that whenwe are designing an intervention wemay need to go back and forth todifferent design elements, as onechoice influences another.
Elements of Design of Livelihood Intervention
There are three elements of design of a livelihood intervention. These are:1.
