The following groups of Qualified Aliens may be exempt from the 5-year bar: Refugees, Asylees, Amerasians, Victims of Trafficking and their family members, Cuban/Haitian Entrants, Deportation Withheld, Special immigrants from Iraq and Afghanistan, Battered aliens, Active military or veterans, Hmong or Highland Laotian. Exemption from the 5-year federal waiting period is subject to specific immigration status, which is indicated on their immigration documents and determined by the Department of Homeland Security. This information is validated by the Federal Data Services Hub during the Washington Healthplanfinder application interfacing.

Includes some applicants for asylum, adjustment and other immigration relief, citizens of the Marshall Island, Micronesia, or Palau, certain non-immigrants with visas; i.e. students/business visitors, and tourists. Adult Lawful Permanent residents that are not pregnant, must have been granted lawful residence at least 5 years prior to the application date; or have entered the U.S. prior to 8/22/1996.

The Washington Apple Health program is an umbrella program that encompasses various programs for very specific populations. It is important to note that some Washington Apple Health Programs are funded in part by the Federal Government, and some programs, are funded only by Washington State.

Adult Lawful Permanent residents that are not pregnant and who have not satisfied the 5-year federal waiting period will be eligible for Alien Emergency Medical. After satisfying the wait period, the individual will no longer be eligible for the program as they will then be eligible for Washington Apple Health for Adults.
