Recovery.gov Version 2.0 $18 Million Contract Awarded

New Website Aimed at Increasing Transparency

WASHINGTON —The U.S. General Services Administration, on behalf of the Recovery Accountability
and Transparency Board, announced today the selection of Maryland-based Smartronix Inc. for the
redesign of the Recovery.gov website.

“Recovery.gov 2.0 will use innovative and interactive technologies to help taxpayers see where their
dollars are being spent,” said James A. Williams, Commissioner of GSA’s Federal Acquisition Service.
“Armed with easy access to this information, taxpayers can make government more accountable for
its decisions.”

To help the Recovery Board meet its mid-October 2009 deadline to complete the website’s revisions,
GSA awarded the contract ahead of schedule. The entire procurement was completed in 31 days.

This is the first award under GSA’s Alliant contract and it is initially valued at $9,516,324 through
January 2010. If all options are exercised through January 2014, the total task order will be valued at
$17,948,518.

The Alliant contract is a multiple award, indefinite-delivery, indefinite-quantity (IDIQ) Governmentwide

Acquisition Contract (GWAC) in which 59 companies were eligible to compete for the award.

“We are pleased that another major milestone has been achieved,’’ said Earl E. Devaney, chairman of
the Recovery Board. “We thank the GSA for its assistance and look forward to working with
Smartronix.’’
