On March 31, 2009, at 3 p.m., I contacted Davis WILSON by telephone, regarding this
investigation. WILSON was employed as the Day Porter at Portland City Hall from 2000 to
2007, He wore a Portland Habitat Center uniform, gray in color.
‘WILSON advised that he worked the day shift, 7:30 a.m, to 4:30 p.m, He didn’t work
‘extra hours on events such as First Thursday. Since he worked during the day, he became
familiar with City Hall personnel, to include Sam ADAMS. WILSON said he did not know
Beat BREEDLOVE or that ADAMS had a relationship with BREEDLOVE in 2005.
WILSON stated that he leamed the details about this investigation from news he reads on
the Internet. He was surprised when he leamed of the news. WILSON said he didn’t interrupt
‘ADAMS with any young male in a City Hall restroom. He also did not hear anything from
security officers or other personnel at City Hall regarding an incident of this nature,

On April 30, 2009, at 2:25 pam., I spoke with Mark WIENER, by telephone, to obtain
additional information regarding this investigation. WIENER was a consultant to Sam ADAMS
during ADAMS? mayoral campaign.
WIENER confirmed he did not maintain a working file related to his work on ADAMS’
mayoral campaign. He advised this is not unusual for him, especially when he knows the client
well, which is the case with ADAMS. He and ADAMS were involved in politics in 1990 at the
ate legislature, They both pursued a career in politics. He worked with ADAMS for Vera
KATZ during her mayoral campaign. He worked for ADAMS on ADAMS’ campaign for city
commissioner as well.
WIENER confirmed his agreement with ADAMS was verbal. The agreement included
services he, (WIENER) normally provides for clients. He creates message strategy, provides
printed material such as brochures, and gives advice. He also receives campaign money lo create
adio and television messages. In ADAMS’ case, these messages were provided fo Media
‘Analysis, Ine, which is the company that purchased airtime from radio and television stations.
Hie generally paid 85% of the campaign money to Media Analysis, Ine. and he kept 15% a8 a
commission, WIENER said this is primarily how he was paid during the mayoral campaign of

|ADAMS. WIENER stated he continues to provide advice to ADAMS occasionally. His
payment for services terminated after ADAMS’ mayoral campaign was finished.
“WIENER seid he initially learned about Beau BREEDLOVE from ADAMS
approximately one or two weeks prior to when the information was published in the Willamette
Week newspaper in the fall of 2007. ADAMS told him, (WIENER) that he did not have an
intimate relationship with BREEDLOVE. WIENER said that BREEDLOVE also denied an
intimate relationship existed between him and ADAMS.
